No. 7245 10.C. a CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Vierling Drive & CSAH 17 Intersection Layout Approval DATE: October 16, 2012 ACTION SOUGHT: Adoption of Resolution No. 7245 approving the Vierling Drive /CSAH 17 intersection layout. INTRODUCTION: This project has proceeded to where layout approval and right of way acquisition is necessary. BACKGROUND: On February 21, 2012 the City Council approved a cooperative agreement with Scott County on the CSAH 17 & Vierling Drive and CSAH 17 & TH 169 north ramp intersection improvements. The Council also approved an extension agreement with Bolton & Menk, Inc. for engineering design services. During 2012, Bolton & Menk has conducted monthly Project Management Team meetings, obtained traffic information and met with City Council on concepts before conducting an open house on June 14, 2012. Input was received from several property owners that would be affected by the improvements. Generally there was positive feedback on the project and a strong desire to keep a left turn lane on Vierling Drive to the Cub Food shopping area. Bolton & Menk has developed east and west widening concepts and will present these alternatives to Council. City staff and County staff have reviewed the alternatives and would recommend the east alternative. Chris Chromy of Bolton & Menk has an attached rationale for both alternatives in order to compare and contrast the alternatives. A notice was sent to affected property owners and participants in the open house on the layout approval item. The project schedule is such that a layout approval and authorization of right of way is necessary at this time. A public open house will be conducted in December to show the project layout in more detail. The main reasons for the east widening alternative are as follows: 1. Reduces the right of way and potential costs 2. Allows for a boulevard for sidewalks on CSAH 17 Some of the design highlights for either alternative are as follows: 1. Additional left turn lane on CSAH 17 to westbound Vierling Drive 2. Signal at Vierling Drive & Tasha Boulevard to prevent backups on CSAH 17 & Vierling Drive Intersection 3. Closure of right in access to Walgreens 4. Extension of right turn lane on Vierling Drive to Tasha Boulevard 5. Pavement rehabilitation on Vierling Drive from Heather Street to Miller Street 6. Additional lane on TH 169 north ramp ALTERNATIVES: 1. Approve a motion adopting Resolution No. 7245, a resolution approving the CSAH 17 & Vierling Drive intersection layout. 2. Do not approve Resolution No. 7245 3. Table for additional information. BUDGET IMPACT: This project is funded through Federal, State and City funds (CIF). RECOMMENDATION: Staff would recommend Alternative No. 1. as per the reasons mentioned in the memo. RELATIONSHIP TO VISIONING: This supports Goal D: "Maintain, improve and create strong partnerships with other public and private sector entities" and Goal E, "Deliver effective and efficient public services by a staff of well- trained, caring, and professional employees ". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. The recitals set forth above are incorporated herein. 2. The City approves the preliminary layout for the East Widening Alternative on the CSAH 17/Vierling Drive and CSAH 17 & TH 169 North Ramp Intersection Layout, as presented at the October 16, 2012 Council meeting.
