City of Shakopee ' � ��� MEMORANDUM TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrator SUBJECT: Approval of Crime Prevention Specialist Job Description DATE: October 11, 2012 Action Sought The City Council is asked to approve the attached job description for the new position of Crime Prevention Specialist. Background One of the new staff positions contained in the preliminary 2013 budget is a civilian Crime Prevention Specialist. Crime Prevention duties are currently handled by a licensed officer on a rotating assignment. The creation of a specific Crime Prevention Specialist position is intended to bring stability to the position and allow for the establishment of longer -term relationships which are optimal for the success of crime prevention efforts. It will also return the licensed officer currently performing these duties to the patrol schedule, which he has specifically requested. The Police Civil Service Commission has conducted two readings of the attached job description, as required by Civil Service Rules, and recommends its adoption by the City Council. The job description and plans to civilianize these job functions have also been shared with the patrol union and to date we have not heard any concerns or objections. Budget Impact Funding for a full -year of this position is currently included in the preliminary 2013 budget. In order to have the person on board by early January, Council is asked to adopt the job description now. Staff can then begin to advertise and interview candidates for the position. A request to actually fill the position will be brought back to the City Council after adoption of the final 2013 budget. Relationship to Visioning The creation of a Crime Prevention Specialist is intended to contribute to Goal A: Keep Shakopee a safe and healthy community where residents can pursue active and quality lifestyles. Requested Action If the Council concurs, it is asked to offer a motion to approve the attached job description for the position of Crime Prevention Specialist. CITY OF SHAKOPEE Position Description POSITION TITLE: Crime Prevention Specialist DEPARTMENT: Police EMPLOYMENT STATUS: Full -Time, Non - Exempt ACCOUNTABLE TO: Investigations Sergeant POSITION SUMMARY Plans, coordinates and implements community -based crime prevention efforts under the direction of a licensed officer. Works with Department and City staff, to identify, create awareness of and seek solutions to crime, disorder, safety, and community concerns, and to evaluate the effectiveness of implemented strategies. ESSENTIAL POSITION FUNCTIONS • Coordinate and implement crime prevention programs, including but not limited to: Neighborhood Watch, Crime Stoppers, Operation Identification, Minnesota Night to Unite, Business Watch, Compu -Kid and citizen surveys, to further the police department's community- oriented policing philosophy. • Coordinates and maintains the Department's Crime -Free Multi - Housing efforts; including promotion of and training on the program with new or prospective properties; regular contact with participating property owners and managers; daily review of incidents / calls for service; and facilitation of the Shakopee Area No Tolerance Association (S.A.N.T.A.) multi- housing managers group. • Gather, analyze and disseminate statistical and trend information to promote community crime prevention and further the department's pro- active patrol and investigative efforts. • Recruit, train and liaison with volunteers and City staff necessary to implement specific crime prevention programs. • Organize and carry -out the Department's annual Citizens Academy and assist Fire Department with coordination and training of the Community Emergency Response Team (C.E.R.T.) when requested. • Serve as a resource and provide assistance to Retail /Commercial, the Schools, Patrol, Investigation, Support Services, Fire Department, City staff, and projects as requested and necessary. • Coordinate and conduct community speaking engagements, presentations and community events as deemed necessary. • Maintain community and professional contacts as needed to promote the specific crime and safety prevention strategies. Contacts will include businesses, residents, media, retail, volunteers, citizens, and other law enforcement agencies, City staff, or other groups and /or individuals as needed. • Keep abreast of the latest crime prevention theories and practices by attending seminars, training sessions, and maintaining active memberships in professional associations. • Work with and keep City staff advised of prevention and safety developments, programs and activities. • Keep records of daily and monthly activities. Keep supervisor advised of crime prevention and multi- housing developments and perform other duties as assigned. • Act as the Police Department liaison while coordinating Shakopee Crime Prevention, Inc. (SCPI). • Coordinate police department's web page, social media and cable media programs. • Performs other related duties as apparent or assigned. KNOWLEDGE, SKILLS & ABILITIES • Demonstrated ability to develop and maintain positive, professional working relationships with co- workers, community members and other criminal justice agencies. • Knowledge of and ability to operate common office equipment and presentation systems, including personal computers, copy machines and overhead projectors. • Ability to communicate effectively in English both verbally and in written form with the general public and co- workers, in both one -on -one and large group settings. • Ability to prioritize work tasks and function with basic supervision. • Knowledge and ability to run reports and process statistics from the various law enforcement computer systems. • Knowledge of applicable federal, state, and local laws. • Knowledge of the geography of Shakopee. • Ability to keep all information coming through the position confidential and follow guidelines set forth by the Minnesota Government Data Practices Act. MINIMUM QUALIFICATIONS • High School Diploma or General Education Degree (GED). • Post - secondary education or past experience (employment, internship or volunteer) resulting in a working knowledge of law enforcement operations. DESIRABLE TRAINING AND EXPERIENCE • Bachelor's degree in Criminal Justice, Law Enforcement, or a closely related field from an accredited college or university. • State of Minnesota Crime Prevention Specialist and/or Crime Prevention Through Environmental Design Concepts (CPTED) certifications. • Minnesota Crime -Free Multi- Housing Program training. • Experience with law enforcement software applications and databases. • Computer skills in the areas of word processing, data base entry and retrieval, and statistics. • Fluency in a second language, in addition to English, that has a recognized presence in the community (Spanish, Russian, Hmong, etc.). PHYSICAL DEMANDS While performing the duties of this job, the employee is regularly required to sit, stand and move about the office; use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and to talk, hear and see. The employee must occasionally lift and/or move up to 25 pounds.
