SUBJECT: Authorization to Issue RFP for Towing Services

Introduction
The Council is asked to authorize the appropriate City officials to issue a Request for
Proposals (RFP) for Towing Services.
Background
For many years, the City has had a contract with Shakopee Towing for towing, impound
and vehicle storage services. The City requires towing services in a number of different
circumstances, including accident scenes, winter parking violations, and in the case of
stuck or stalled City vehicles. Shakopee Towing has provided reliable, cost - effective and
timely service to the City since 2005. However, when their contract was last renewed in
the fall of 2010, the Council expressed a desire to seek competitive quotes from other
interested providers at the end of the current contract's scheduled term, which is
December 31, 2012.
If this is still the Council's preference, staff will issue an RFP, review the responses and
bring forward a recommendation for a new towing contract at the Nov. 20 City Council
meeting. Staff is aware of one other towing company that has previously expressed
interest in the contract, but will post the RFP for any interested party to respond to.
Budget Impact
The towing fees established in this contract are the responsibility of the vehicle owner.
Therefore the towing contract has no direct budget impact to the City.
Relationship to Vision
This is a housekeeping item.
Requested Action
If the Council concurs, it should offer a motion to direct staff to issue a Request for
Proposals for Towing Services.
