Hospital

ACTION SOUGHT:
To approve a cost participation amount between Shakopee Public Utilities and St. Francis
Regional Medical Center for the undergrounding of overhead power lines by St. Francis Hospital
along C.R. 17.
INTRODUCTION:
At the August 8 2012 City Council meeting this item was discussed and Council directed staff
to meet with Shakopee Public Utilities staff and St. Francis staff to discuss the cost sharing
proposal.
BACKGROUND:
At the August 8 2012 City Council meeting the overhead power relocation on County and
State Aid Highway (CSAH) 17 and County Road 78 was discussed due to the pending Scott
County 17 and 78 reconstruction project. At that meeting, City Council did direct the existing
overhead power lines along 17 and C.R. 78 that were to be relocated to be placed underground.
At this meeting, the undergrounding of existing power lines along CSAH 17 by St. Francis
hospital was also discussed due to the request by St. Francis Hospital to underground those lines.
Attached to this memo is a memo from Joe Adams to John Crooks in regards to undergrounding
costs associated with various segments or sections of the existing overhead power lines. The
overhead power line, which all parties agree on, that should be placed underground, is the one
just south of 17 Avenue to Betaseed. The cost of undergrounding this line is estimated to be
$43,714.
The staff from Shakopee Public Utilities, St. Francis and the City did meet on Sept. 5, 2012 to
discuss cost sharing and what alternative would be recommended and at what time. At these
discussions, consensus of the parties of each entity did agree that the existing power lines just
south of 17 Avenue to Betaseed would be the line that should be underground and the cost
share of 1/3 was generally agreed upon. The 1/3 share of the estimated cost is $14,571.33.
The timing of when this undergrounding should occur was discussed also and St. Francis did feel
it would be best to do the work with the other undergrounding that is happening with the CSAH
17 project. Everybody did discuss the rationale for doing it next year or whenever the hospital
did do their expansion and there is some slight cost savings by going ahead and doing the project
next year.
The action for the Council is to authorize the cost participation amount for the undergrounding of
existing power lines from just south of 17 Avenue along C.R. 17 to Betaseed and to be done in
the same year as the other undergrounding work along C.R. 17.
ALTERNATIVES:
1. Approve a motion authorizing a 1/3 cost participation amount for the undergrounding of
the existing overhead power lines along County State Aid Highway 17 from just south of
17 Avenue to Betaseed property.
2. Do not approve authorizing a cost participation of existing overhead power lines.

BUDGET IMPACT:
Funding for this undergrounding would come from general fund balance as recommended by the
Finance Director and will be a 2013 expenditure.
RECOMMENDATION:
Staff would recommend Alternative No. 1. as the three parties agreed to a three way cost split.
RELATIONSHIP TO VISIONING:
This supports Goal D: "Maintain, improve and create strong partnerships with other public and
private sector entities" and Goal E: "Deliver effective and efficient public services by a staff of
well- trained, caring, and professional employees ".
ACTION REQUESTED:
Approve a motion authorizing a 1/3 cost participation amount for the undergrounding of the

Avenue to Betaseed property with funding out of general fund balance.

ACTION SOUGHT:
This agenda item is to consider relocation of existing overhead or undergrounding of the existing
power lines on the proposed 2013 County State Aid Highway (CSAH) 17 / CR 78
Reconstruction Project.
INTRODUCTION:
Shakopee Public Utilities Commission (SPUC) has reviewed the relocation costs of overhead
power lines along CSAH 17 & CR 78 for determination by City Council to go underground or
remain overhead.
BACKGROUND:
Scott County has been preparing plans for the reconstruction of CSAH 17 from St. Francis
Avenue to south of CR 78; and CR 78 from Barrington Drive to CSAH 17. The reconstruction of
the County roads will require the relocation of overhead power line facilities owned by SPUC.
Per City Ordinance, the City Council can decide if the power lines can be relocated overhead or
to be placed underground. Attached is a memo from Joe Adams on the power lines in the project
area as well as maps showing the power lines.
SPU has adopted an Underground Relocation Fund to pay the additional cost of undergrounding
overhead facilities. Mr. Adam's memo does show the extra cost to underground per the various
segments on CSAH 17 and CR 78.
Also attached is a letter from John Crooks, Utilities Manager, to Michael Barmgartner, President
of St. Francis Regional Medical Center (SFRMC) on the SFRMC request to underground
overhead power lines from 17 Ave. to Betaseed. This segment of power lines is not in the
project area so no relocation is required.
Per Mr. Crook's letter, the Commission is open to paying for this undergrounding but wants to
know how much St. Francis is willing to contribute as well as Scott County and the City of
Shakopee. Councilor Steve Clay can address the Council on the subject of possible City
participation. The cost estimate of undergrounding is between $44,000 and $76,500 and
dependent on if the overhead power lines are placed underground under 17 Avenue or not.
ALTERNATIVES:
1. Approve a motion determining that the existing overhead power lines on CSAH 17, from
Betaseed to south of CR 78 be relocated and shall be placed underground.
2. Approve a motion determining that the existing overhead power lines on CSAH 17, from
Betaseed to south of CR 78 shall remain overhead.
3. Approve a motion determining that the existing overhead power line on CR 78 from
Barrington Drive to CSAH 17 be relocated and shall be placed underground.
4. Approve a motion determining the existing overhead power line on CR 78 from
Barrington Drive to CSAH 17 shall remain overhead.
5. Approve a motion on participating in the undergrounding of overhead power lines from
17` Avenue to Betaseed along SFRMC site.
6. Do not approve a motion in participating in the undergrounding of overhead power lines
from 17 Avenue to Betaseed along SFRMC site.
7. Table for additional information.
RECOMMENDATION:
Staff would recommend Alternative No. 1 and No. 3. On whether to participate in the
undergrounding of overhead power lines by SFRMC, that would be a Council policy decision.
ACTION REQUESTED:

Betaseed to south of CR 78 be relocated and shall be placed underground.
2. Approve a motion determining that the existing overhead power line on CR 78 from

SUBJECT: CSAH 17 /CR 78 Overhead Facilities Relocation

ISSUE
Scott County is re- constructing CSAH 17 from approximately 500 feet south of 17 Avenue to
approximately 1400 feet south of CR 78 and CR 78 from CSAH 17 to approximately Barrington Drive
during 2013. The improvements to these sections of roadway corridors will require the relocation of
various electric utility lines and power poles.
BACKGROUND
There are several existing overhead power line segments along CSAH 17 and CR 78 that will be
affected by the planned improvements.
First, there is an overhead double circuit line along the north side of CR 78 consisting of circuits SS -31
and SS -34.
SS -31 crosses CSAH 17 and runs north and south along the east side of CSAH 17. SS -31 runs north to
Valley View Road where it turns and runs east and SS -31 also runs south to CR 42.
SS -34 turns at CSAH 17 and runs north of CR 78 along the west side of CSAH 17 to Betaseed and
then crosses over CSAH 17 to the east side and continues north across 17 Avenue.
When the Utilities Commission acquired the service territory of Minnesota Valley Electric Cooperative
in 1992, it also acquired a single phase overhead line along the east side of CSAH 17 from north of CR
78 to Valley View Road. The Utilities Commission already had in place a three phase overhead line
along the west side of CSAH 17 that served Betaseed from the Shakopee substation. The single phase
line was rebuilt and upgraded to three phases in order to help serve the Seagate Technologies site from
the South Shakopee substation in 1997, until the Dean Lake substation could be constructed in 1999.
At the time the single phase line was rebuilt, Scott County staff wished to have the Commission
consolidate their two overhead pole lines into a double circuit so as to only have poles on one side of
the road. Due to the urgency in securing service to the Seagate site, Scott County staff agreed to issue
a permit for the line construction on the condition that when CSAH 17 was reconstructed Shakopee
Utilities would then build a double overhead circuit or place at least one of the circuits underground.

DISCUSSION
Staff has reviewed the preliminary construction plans for the right of way improvements and has
determined:
1) A section of double circuit SS- 31/SS -34 along the north side of CSAH 78 from Barrington
Drive east to CSAH 17 must be relocated due to the planned road improvements. The
estimated cost for the removal of the lines and power poles that have to be relocated is $5,000
(10 poles at $500 /pole). The cost for the removal and retirement of the overhead facilities that
have to be relocated would be absorbed as an operating expense. The cost to relocate the
existing lines overhead is estimated to be $41,867 and the cost to relocate them underground
would be approximately $129,727 The overhead relocation cost would be absorbed as an
operating expense in either case. Should the City Council order the relocation of the facilities
be placed underground under their right of way management authority, the additional cost
($87,860) of such relocation, per Commission policy, would be funded out of the Underground
Relocation Fund.
2) A section of SS -31 along the east side of CSAH 17 from CR 78 south to approximately 1400
feet south of CR 78 must be relocated due to the planned road improvements. The estimated
cost for the removal of the lines and power poles that have to be relocated is $4,500 (9 poles).
The cost for the removal and retirement of the overhead facilities that have to be relocated
would be absorbed as an operating expense. The cost to relocate the existing line overhead is
estimated to be $37,155 and the cost to relocate it underground would be approximately
$66,642. The overhead relocation cost would be absorbed as an operating expense in either
case. Should the City Council order the relocation of the facilities be placed underground
under their right of way management authority, the additional cost ($29,487) of such relocation,
per Commission policy, would be funded out of the Underground Relocation Fund.
3) A section of SS -31 along the east side of CSAH 17 from CR 78 north to Valley View Road
must be relocated due to the planned road improvements. The estimated cost for the removal
of the lines and power poles that have to be relocated is $5,500 (11 poles). The cost for the
removal and retirement of the overhead facilities that have to be relocated would be absorbed
as an operating expense. The cost to relocate the existing line overhead is estimated to be
$32,579 (half the cost of a double overhead circuit) and the cost to relocate it underground
would be approximately $61,585 (half the cost of two side by side underground circuits). The
overhead relocation cost would be absorbed as an operating expense in either case. Should the
City Council order the relocation of the facilities be placed underground under their right of
way management authority, the additional cost ($29,006) of such relocation, per Commission
policy, would be funded out of the Underground Relocation Fund.

must be relocated due to the planned road improvements. The estimated cost for the removal
of the lines and power poles that have to be relocated is $5,000 (10 poles), The cost for the
removal and retirement of the overhead facilities that have to be relocated would be absorbed
as an operating expense. The cost to relocate the existing line overhead is estimated to be
$32,579 (half the cost of a double overhead circuit) and the cost to relocate it underground
would be approximately $61,585 (half the cost of two side by side underground circuits). The
overhead relocation cost would be absorbed as an operating expense in either case. Should the
City Council order the relocation of the facilities be placed underground under their right of

5) A section of SS -34 along the west side of CSAH 17 from Betaseed south to Valley View Road
must be relocated due to the planned road improvements. The estimated cost for the removal
of the lines and power poles that have to be relocated is $5,500 (11 poles). The cost for the
removal and retirement of the overhead facilities that have to be relocated would be absorbed
as an operating expense. The cost to relocate the existing line overhead is estimated to be
$45,868 and the cost to relocate it underground would be approximately $105,114. The
overhead relocation cost would be absorbed as an operating expense in either case. Should the
City Council order the relocation of the facilities be placed underground under their right of
way management authority, the additional cost ($59,246) of such relocation, per Commission
policy, would be funded out of the Underground Relocation Fund.
6) The section of SS -34 that crosses over the east side of CSAH 17 and continues north across 17
Avenue can remain in place, however the Utilities Commission has been asked by St. Francis
Regional Medical Center to consider removing those overhead lines and poles along their
property. The estimated cost for the removal of the lines and power poles up to the south side
of 17 Avenue is $3,000 (6 poles). The additional cost to remove the 17 Avenue crossing is
$500 (1 pole). The cost for the removal and retirement of the overhead facilities would be
absorbed as an operating expense. The cost to relocate the facilities up to the south side of 17
Avenue underground would be approximately $40,714. The additional cost to relocate the 17
Avenue crossing underground would be $32,583. Since these sections of overhead line do not
have to be relocated due to the impending road improvements, 100% of the cost would have to
be absorbed as an operating expense ($43,714 or $76,797). Per Commission policy, only those
relocations ordered by the City Council under their right of way management authority may
apply expenses to the Underground Relocation Fund.
RECOMMENDATIONS
Staff recommends:
1. The Commission accepts the estimated costs to relocate overhead facilities due to the CSAH
17 /CR 78 road improvements project.
2. The Commission directs staff to forward the estimated costs to the Council to aid the Council in
making their determination under the City's Right of Way Management Ordinance whether or
not to order the overhead facilities to be relocated underground,
3. The Commission should consider the request by St. Francis Regional Medical Center in two
parts:
a) First, whether or not the line should be relocated underground even though the road
improvements do not require that action. And if so, would that include the overhead
crossing of 17 Avenue?
b) Second, how much if any of the costs to relocate the section of SS -34 along the east side of
CSAH 17 and St. Francis Regional Medical Center should be an operating expense and
how much if any should be a contribution from the party requesting the action.
REQUESTED ACTION
Staff requests the Commission adopt the recommended actions.

Dear Mr. Baumgartner:
Your request to have "the power lines above ground by St. Francis be placed underground as a part of
the CSAH 17 (widening) project" in 2013 was presented to the Utilities Commission at their May 7, 2012
meeting for information and follow -up. The enclosed staff memo from SPU Planning and Engineering
DirectorJoe Adams was presented to the Utilities Commission at their July 16, 2012 meeting for
discussion. Note the cost estimates provided indicate an estimated cost of between $44,000 and $76,
500 (including removals) depending on the extent of the undergrounding along St. Francis.
The Utilities Commission seeks to clarify the request as to the overhead wires crossing 17 Avenue and
whether or not St. Francis desires those wires and the pole located at the southeast corner of the
intersection of 17 Avenue and CSAH 17 also be removed?
The Commission is open to the idea of placing the facilities underground, but seeks to determine if St.
Francis is willing to contribute towards the cost of doing the same? And if so, how much of a
contribution? The Utilities Commission direction to staff was to seek a partnership with St. Francis, the
City of Shakopee and Scott County for the aesthetic improvement of burying the subject power lines.
The Utilities Commission's Council Liaison Steve Clay will be addressing the subject of any possible city
participation with the City Council.
