SUBJECT: Approval of Request for Home Improvement Loan under Residential
Rehabilitation Loan Program — 225 Sommerville St.
MEETING DATE: September 18, 2012
INTRODUCTION:
Carver CDA has received an application for loan under the Residential Rehabilitation Loan
Program for property located at 225 Sommerville Street. The CDA reviewed the application for
compliance with program guidelines, and they have forwarded it to the City Council for approval as
required by the agreement between the City and Carver CDA.
DISCUSSION:
In 1999, the City received a Community Development Block Grant through the State of Minnesota
to be used for commercial and residential rehabilitation loans. These loans were and are targeted to
properties in the CR 101 corridor and the Downtown area, in addition to being available to
residences greater than 75 years old (this structure was built in 1895) and located in the R -1C (Old
Shakopee Residential) Zone.
The current request is for a loan of $15,000.00 for 225 Sommerville Street, to be utilized primarily
for roofing of the house and garage, siding of the garage siding & windows, plumbing and minor
repairs to the front porch.
ALTERNATIVES:
1. Offer and pass a motion approving the request for a rehabilitation loan for 225 Sommerville
Street, and direct staff to work with the Carver CDA to implement the loan.
2. Table this item for additional information.
STAFF RECOMMENDATION:
Staff recommends alternative no. 1, offer and pass a motion approving the request for a
rehabilitation loan for 225 Sommerville Street, and direct staff to work with the Carver CDA to
implement the loan.

By providing for the upgrading of existing housing in the target area, this item relates to Goal A:
Keep Shakopee a safe and healthy community where residents can pursue active and quality
lifestyles.

GENERAL CONDITIONS:
1. This Write -Up identifies repair work to be performed at the above subject
property. The Contractor will be required to complete all work in a good,
workmanlike manner in accordance with standard practices which are acceptable
within that trade.
2. After a "Proceed to Work Order" has been issued, any changes must be in
writing and approved by the CDA, the Owner and the Contractor.
3. ATTENTION: sizes, quantities, and measurements indicated are close
approximates. It is the responsibility of the contractor to determine all
needs to complete the repair work identified in this work write -up.
4. All materials and labor shall be furnished by the contractor unless otherwise
specified.
5. All materials shall be code approved. All work shall comply with existing
codes.
6. The Contractor must secure all necessary permits and licenses at his expense.
7. The Contractor shall be responsible for all necessary inspections required
prior to final payment.
8. All cuts, openings, and or damage to existing conditions made by the
contractors in completing the rehabilitation project shall be properly
repaired and patched to match existing in a good workmanlike manner and be
made at the Contractor's expense.
9. All bids must be good for 60 days.
10. The Contractor is to remove all debris from the property upon job completion.

I. Interior/Exterior
A. Roof - House and Garage
NOTE: Coordinate work with attic insulation.
1. Remove and haul away all roofing materials down to roof deck.
2. Replace all plumbing, attic vents, and valley material as needed.
3. Install new chimney flashing as needed.
4. Replace all rotted roof boards up to 100 square feet. Give cost for
any additional roof board replacement (Per Square Foot):

5. Install new roof vents evenly distributed to vent attic spaces (house
only). Specify recommended design and number of new vents:

6. I asphalt/fiberglass roofing shingles, per manufacturer's
specifications, to include:
a. Ice and Water Shield starter roll at all edges lapped up to a point
24" inside the exterior wall (Not garage). NOTE: On rear (east)
low- pitched slope install same product up full length to 3' above
where slope increases.
Install GAF Shinglemate, or comparable, felt over the balance of the
roof.
b. Install GAF Timberline Architectural Shingle, 30 Year
Manufacturer's Warranty, or comparable, using galvanized roofing
nails.
c. Install GAF Timbertex, or comparable, to the roof peaks.
d. Reinstall flashing on front porch where it meets siding to weave
courses behind siding and new shingles.

B. Garage Siding
1. Remove and haul away existing siding down to original sheathing.
Replace all rotted sheathing ready for new vinyl siding.
2. Install pre- finished, vinyl siding, Revere, Norandex or comparable (non -
prorated, 40 year warranty type).
3. Include all necessary trim and cover pieces.
4. Caulk all joints.
S. Install according to manufacturer's specifications (staples not acceptable
for installation).

1. Remove and haul away existing tub, shower walls, and faucets. Save
and reinstall curtain rod and curtain.
2. Repair all rotted floor and walls ready for new tub /shower.
3. Install new white fiberglass /acrylic tub /shower to fit existing opening.
Material Allownace: $800.00 Include all necessary wall repair ready for
paint by owner. Install per manufactuer's specifications.
4. Install new Moen, Delta, or comparable tub /shower valve, with
showerhead, tub spout, pop -up drain valve and all necessary
supply and drain connections.
