SUBJECT: Designation of Dates for Fire Department Workshop

ACTION SOUGHT:
Council should designate two dates (recommended October 30 and November 13) as dates to discuss
fire department issues.
BACKGROUND:
As part of the discussion for the FY13 budget, the Council gave tentative approval to funding four full -
time firefighters (to begin July 1, 2013) and six additional part-time firefighters. The former is to
address daytime availability issues; the part-time paid -on -call firefighters are to gear -up for the staffing
of a prospective third station which would be constructed in the Southbridge area.
Prior to the adoption of the tentative budget and preliminary levy, there was discussion as to whether
full -time firefighters are the best solution to daytime availability. The Council may recall the November
2011 workshop, at which time Chief Coleman presented options ranging from making no changes to
staffing, to adding duty crews, and to full -time staffing. No decision was made at that time, but funding
for duty crews was included in the 2012 budget. However, other concerns about duty crews have since
been voiced; no action has been taken this year.
The third station, which is anticipated to be in Southbridge, also continues to be an issue. The City owns
the location, but the November 2011 workshop also talked about the cost of adding this third station —
including debt service, personnel, operating and fleet, it was estimated at that time to potentially add
$680,000 annually. It is evident that neither the Cities of Prior Lake, nor Savage are going to be
constructing stations closer to eastern Shakopee that could provide primary coverage. Chief Coleman
has relayed his concerns about response times, but those have not changed in the 14 years that
Southbridge has started to develop and the main fire station has been constructed.
One recommendation made to Council during the budget discussion was to appoint a study committee to
research these issues and make a recommendation. However, the Council chose to examine these issues
on its own. As such, workshop dates should be designated now so that a decision on FY13 budget
ramifications can be made prior to December 1.
The attached calendar shows available dates. The Council is currently committed to a workshop on
October 9. The Chief is not available on October 23 due to training; therefore, we are recommending
the primary fire workshop date be set for Tuesday, October 30. If necessary, a second workshop date
could be established on Tuesday, November 13.
RECOMMENDATION:
I recommend that the primary workshop date for fire budget issues discussion be designated for
Tuesday, October 30 at 7:00 p.m. Follow -up date, if necessary, would be Tuesday, November 13.
RELATIONSHIP TO VISIONING:
This supports goal B "Positively manage the challenges and opportunities presented by growth,
development and change."
ACTION REQUIRED:
If the Council concurs, it should by motion, designate meetings for October 30 and November 13, both
at 7:00 p.m. as the dates and times for the discussion of fire budget issues.
