CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Mark Themig, Parks, Recreation and Facilities Director , Meeting Date: December 19, 2006 Subject: Proposed Modifications to Parks and Recreation Advisory Board Charge INTRODUCTION The agenda item proposes changes to the Parks and Recreation Advisory Board charge established in City Ordinance as recommended by the Advisory Board. BACKGROUND AND DISCUSSION At the October meeting, the Parks and Recreation Advisory Board reviewed the charge for the Board that is set forth byordinance in the City Code. At that time, the Board designated a subcommittee to review the charge and make recommendations back to the full Board for potential changes to the charge. Board members Corky Mars and Sam Mayberry met with me. earlier in November to review the charge. At that time, we also had examples of other cities' equivalent charges to review. Two changes are proposed: 1. The first proposed change is to add in language to the charge to reflect the Board's role in recreation programming. The Board has had discussion in the past that their charge doesn't appear to reflect the importance that recreation programming has in their work. Board Members Mars and Mayberry developed language that also tied this component of the charge to the City Council's vision, goals, and action plans, as well as acknowledge Shakopee's long standing history and traditions when it comes to programs, especially sports programs. 2. The second proposed change is to add language that reflects the Board's commitment to fostering relationships with other organizations. For example, the City's relationship with the Shako pee School District is critical in providing services to residents, since we both depend on each other for facilities, promotion, etc. The attached page contains the recommended changes (in underline) to the charge. I would anticipate that someone from the Board will be in attendance at your meeting to answer any questions that you may have. RELATIONSHIP TO VISION F. Housekeeping Item REQUESTED ACTION If City Council concurs, move to adopt Ordinance No. 774. ORDINANCE NO. 774, FOURTH SERIES AN ORDINANCE OF THE CITY OF SHAKOPEE, MINNESOTA, AMENDING CITY CODE SECTION 2.75 REGARDING PARK AND RECREATION ADVISORY BOARD Section 1 - That Shakopee City Code Section 2.57, Park and Recreation Advisory Board, is hereby amended by adding the language that is underlined and deleting the language that is struck through (all subsequent entries to be renumbered accordingly). Subd. 1. Establishment and Duties. A Shakopee Park and Recreation Advisory Board is hereby established. The Park and Recreation Advisory Board shall have advisory powers and shall be subordinate to the Council. The duties of this Board shall consist of making recommendations to the Council on establishing policies and programs relating to park, recreation and leisure services. This includes, but is not limited to, the following: A. The Board shall make recommendations to the Council regarding park development including the maintenance and upgrade of facilities and equipment, the naming of parks, and the location of new parks and what facilities they shall include. B. The Board shall make recommendations to the Council concerning park land acquisition procedures and park dedication requirements. C. The Board shall be responsible for submitting an annual and five (5) year capital improvement program, outlining recommended improvements to existing and proposed park lands prior to July 1 of each year. D. The Board shall make recommendations and submit to the Council an annual operating budget and schedule for recreational program fees. E. The board shall review and evaluate park and recreation programs and how these programs can and do fulfill the existing and future needs of the City, while preserving Shakopee's heritage and traditions. The Board shall be knowledgeable of the City Council's vision and shall evaluate the programs based on how they meet the goals and action plans established by Council. F. The Board shall endeavor to foster symbiotic relationships between the Shakopee School District, Shakopee Area Catholic Education Center, affiliated recreation organizations, and surrounding governmental agencies. Section 2 - Effective Date. This ordinance becomes effective from and after its passage and publication.
