CITY OF SHAKOPEE CONSENT MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Mark Themig, Parks, Recreation, and Facilities Director Duane Toenyanj Facility Maintenance Supervisor Meeting Date: December 19, 2006 Subject: City Hall Carpet Replacement INTRODUCTION This agenda item seeks authorization for entering into an agreement with Hiller's Flooring America for replacing carpet at City Hall. DISCUSSION The 2006 operating budget contained $85,000 in funding from the General Fund fund balance for replacing carpet on the main floor and upper level of City Hall. (Funding for the lower level was deleted due to the costs and the general condition of that carpet.) Carpet replacement was originally planned for earlier this year, but was deferred until late-year when building and development activity would not be as high. BKV Group worked with staff to review and select carpet styles and colors and prepare a re- carpeting plan. (BKV was the architect for the original City Hall renovation and had the building plans from that project for determining quantities.) The majority of carpets that are proposed are carpet tiles instead of broadloom. We believe that carpet tiles will extend the overall life of the carpet since specific tiles can be replaced if there are stains or traffic wear. Carpet tiles were installed at the Community Center and have proven to be very beneficial. The only area where broadloom is proposed is in the stairwell to the upper level - carpet tiles can not be installed on stairs. Carpet removal and installation would occur in early February, and would be coordinated around City Hall activities. Most of the demolition and removal would occur overnight, and carpet installation would occur during the day. We anticipate that staff would be displaced from their work area for only one day, and we are working on setting up temporary work stations for a~cess to phones and computers. The City is able to use the State of Minnesota master contract for carpet removal and installation. We solicited proposals from the three vendors off the contract that are authorized to provide service us. It is much more efficient for the vendors to coordinate lifting cubes and moving furniture as part of the installation work, so we also asked for pricing for lifting cubes and moving furniture in and out of offices. Initially, it appeared that the carpets selected would not be available on the State contract. However, the low bidder has indicated that the carpet selected is equivalent to a discontinued style (see attached). Paul Linoleum $66,982 $8,463 And Carpet Hiller's price is the low proposal. We verified reference and would recommend awarding the project to Hiller.
