Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrato# SUBJECT: 2007 Pay Plan for Part-Time, Temporary and Seasonal Employees DATE: December 15, 2006 Introduction The City Council is asked to adopt the attached resolution, establishing the 2007 Pay Plan for Part-Time, Temporary and Seasonal Employees. Background The attached pay plan for part-time, temporary and seasonal employees reflects a 1.5 percent cost of living increase for 2007. At the time a 3 percent cost of living increase was applied to the wages for full-time, non-union employees, staff discussed the pros and cons of providing the same adjustment for all types of City employees. After conducting an informal survey of other cities in the metro area, we learned that more than half of our respondents do not automatically provide the same cost of living adjustment to part-time, temporary and seasonal employees as they do for full-time employees. Many cities responded that they do a market comparison on their part-time, temporary and seasonal positions every few years and adjust as necessary. Part-time, temporary and seasonal employees did receive a 3 percent cost of living adjustment on January 1, 2006, and in many cases workfor the City for only a short period of time. Feedback from the supervisors who regularly hire individuals to fill the positions included on this pay plan report that in most cases they are not having difficulty attracting qualified candidates and in a few cases they offered the opinion that we may be paying more than needed, from a market perspective. On the other hand, we do have many valuable employees in these positions that provide face-to- face service to our residents. Additionally, those part-time employees who are subject to PERA contributions will be experiencing a mandated contribution increase in 2007. After considering all of these factors, it is my recommendation that the City Council authorize a 1.5 percent wage increase forthe positions listed on the attached pay plan, effective January 1, 2007; and that staffbe directed to complete a formal market analysis and review ofthe positions covered by this pay plan. Such a study could be completed in the first half of 2007, with the results brought back to the City Council in time to make mid-year salary adjustments as necessary. Budget Impact The cost of these increases can be accommodated within the requested Departmental budgets for 2007. Relationship to Vision This item requires a balancing of Goal E - a financially strong city - with Goal D - attracting and retaining well-qualified employees who contribute to a vibrant, resilient and stable city. Requested Action: If the Council concurs, it should offer Resolution No. 6552, A RESOLUTION ADOPTING THE 2007 PAY PLAN FOR PART-TIME, TEMPORARY AND SEASONAL EMPLOYEES OF THE CITY OF SHAKOPEE, and move its adoption. RESOLUTION No. 6552 A RESOLUTION ADOPTING THE 2007 PAY PLAN FOR PART-TIME, TEMPORARY AND SEASONAL EMPLOYEES OF THE CITY OF SHAKOPEE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the City Administrator is hereby authorized to issue warrants upon the City Treasury from and after January 1, 2007 payable to employees of the City of Shako pee, in accordance with the attached 2007 Pay Plan for Part-Time, Temporary and Seasonal Employees. BE IT FURTHER RESOLVED, that all Resolutions in conflict with this resolution are hereby repealed and terminated effective January 1, 2007.
