Subject: Professional Services Agreement for Comprehensive Park Plan
Update
We distributed five requests for proposals to various park planning firms and received
four proposals. The firms that submitted proposals included:
. Bonestroo Rosene Anderlik Associates
. Brauer and Associates
. HKGI
. MFRA
A panel consisting of Arvid Sornberger, Michael Leek, AndreaWeber, Ryan Hughes,
Mike Hullander, and myself interviewed the firms on Thursday, December 14,
At the time of assembling Council packets, I was completing follow-up questions that the
panel raised regarding some of the proposals. Therefore, we have not finalized a
recommendation,
If agreeable to the Council, I will have a recommendation prior to or at the December 19
meeting that you can act on,

Update
BACKGROUND
We distributed five requests for proposals to various park planning firms and received
four proposals. The firms that submitted proposals were:
. Bonestroo Rosene Anderlik Associates
. Brauer and Associates
. HKGI
. MFRA
A panel consisting of Arvid Sornberger, Michael Leek, Andrea Weber, Ryan Hughes,
Mike Hullander, and myself interviewed the firms on Thursday, December 14,
All firms were provided with a not-to-exceed budget of $40,000, All firms were also
informed that this would be a fairly tight timeline for the update (completed by June
2007),
DISCUSSION
In reviewing the proposals and interviewing the firms, I asked the panel to keep a few
key points in mind that the Parks and Recreation Advisory Board and staff identified as
important:
1, The plan should look towards the future and i}1corporate trends that would likely
impact Shakopee in the future (demographics, cultural diversity, emerging
sports/activities),
2, The plan should be innovative, yet accurately reflectthe values and needs of
Shako pee residents,
3. The plan should incorporate our detailed natural resource information.
4, The plan should incorporate Scott County and neighboring cities' system
connections.
Each firm had unique strengths that it would bring to the plan, but each firm also had
weaknesses, The following is a summary:

Taking into account the interview panel's review and input, the proposed fees, and my
follow-up with each firm, I have identified two lead firms: Bonestroo and MFRA.
RECOMMENDATION
Based on all considerations, I would recommend that the City proceed with Bonestroo
for the plan update. I believe Bonestroo has a complete package that will more
thoroughly incorporate the natural resources component into the park plan, and capture
innovation and long-term trends,
Going in to this process, I had hoped to extend work to other consultants that are not
alreadydoing business with Shakopee, If Council feels this is a priority, MRFA would be
an appropriate second option, recognizing their potential natural resource and innovative
shortfalls.
REQUESTED ACTION
If City Council concurs, move to authorize a contract extension with Bonestroo Rosene
Anderlik and Associates for the Comprehensive Park Plan Update in an amount not to
exceed $40,000,
