SUBJECT: Consider Change Order No. 1 for the Upper Valley Drainageway and Trail
Improvements by CR 17, Project No. 2011 -3

ACTION SOUGHT:
Approve Change Order No. 1 for the addition of a maintenance trail from Ramsey Street to the
Upper Valley Drainageway trail.
INTRODUCTION:
On July 17 2012 City Council awarded a contract to Krueger Excavating for the Upper Valley
Drainageway and Trail Improvement project by CR 17.
BACKGROUND:
During the course of the project, property owners nearby asked if the City was going to make a
connecting trail from Ramsey Street to the Upper Valley Trail System. Staff did investigate and
evaluate the need for a trail connection and did find that City's storm sewer and sanitary sewer
system could utilize a maintenance trail connection in this area as well as a pedestrian
connection.
Staff did evaluate the design for a trail connection to the Upper Valley Trail from Ramsey Street
and would recommend that this be an eight foot wide concrete trail connection to support city
maintenance vehicles and to withstand the water flow over the sidewalk from the channel. Staff
then proceeded to contact the Country Inn and Suite hotel owners to see if they would be willing
to provide an easement for this maintenance trail connection. The hotel owner had indicated that
they are willing to sign an easement since there already is a large drainage and utility easement
in this area.
Staff did discuss the proposed change to the project with Krueger Excavating and has received
an estimated cost of $15,500. Staff would recommend that Council approve a change order
amount addition to the contract in an amount of $20,000 to cover any unforeseen additional cost
or quantity adjustments of the estimate.
DISCUSSION:
The main issue with this item would be whether or not the City Council agrees with staff in the
construction of a maintenance trail in this area from Ramsey Street to the Upper Valley Trail that
could also be used by nearby residents and property owners.
