ACTION SOUGHT:
Adopt Resolution 7225, which orders a Preliminary Engineering Report for the 2013
Street Reconstruction Project; authorize the appropriate City officials to execute an
Agreement with ITCO Allied Engineering Company to perform soil borings; and
authorize the appropriate City officials to execute an Agreement with WSB & Associates,
Inc. to perform engineering services.
INTRODUCTION:
Attached is Resolution No. 7225, which orders a preliminary engineering report to be
prepared for the following streets:
• Harrison Street and Jackson Street from 10 to 11 Avenue
• Van Buren Street from 10 to 12 Avenue
• Tyler Street from 11 to 12 Avenue
• 12 Avenue from Taylor Street to Adams Street
• Atwood Street from Shakopee Avenue to 10 Avenue
Also, attached is a proposal from WSB & Associates, Inc. to perform surveying services
and a proposal from ITCO Allied Engineering Company to perform soil borings.
BACKGROUND:
Staff has completed the review of the proposed 2013 -2017 Capital Improvement Program
which includes street reconstruction projects on the streets listed above. Due to the size
of the project, staff is requesting an early start on the project.
Attached is a map showing the proposed study area for the 2013 Street Reconstruction
Project. In the preliminary engineering report, staff will investigate street reconstruction
along with utility replacement.
In order to reconstruct these streets during the summer months of the 2013 construction
season, soil borings, a topographical survey and the preliminary engineering report
should be authorized at this time.
It is staff's intent to prepare the preliminary engineering report in accordance with the
current assessment policy of assessing 30% of the street improvements to the benetitting
properties. This will require 70% of the street improvements to be city funded.
ALTERNATIVES:
1. Adopt Resolution No. 7225.
2. Deny Resolution No. 7225.
3. Authorize the appropriate City officials to execute an agreement with ITCO
Allied Engineering Company to perform soil borings.
4. Authorize the appropriate City officials to execute an agreement with WSB &
Associates, Inc. to perform engineering services.
5. Table for additional information.
BUDGET DISCUSSION:
If the project is approved, it will be funded by the Sanitary Sewer Fund, Storm Sewer
Fund, special assessments and tax levy. Council will need to consider issuance of debt
for the city street portion of the project. Debt service annual payments will be discussed
and presented during budget process.
RECOMMENDATION:
Staff recommends Alternative No. 1, No. 3 and No. 4, so that the proposed street
reconstruction project preliminary engineering report can be initiated for possible
construction.
ACTION REQUESTED:
1. Offer Resolution No. 7225, A Resolution Ordering a Preliminary Engineering
Report for the 2013 Street Reconstruction Project and move its adoption.
2. Authorize the appropriate City officials to execute an agreement with ITCO
Allied Engineering Company to perform soil borings.
3. Authorize the appropriate City officials to execute an agreement with WSB &
Associates, Inc. to perform engineering services.

A Resolution Ordering The Preparation Of A
Report On An Improvement To
The 2013 Street Reconstruction Project
WHEREAS, it is proposed to improve Harrison Street and Jackson Street from 10 to 11
Avenue, Van Buren Street from 10 to 12 Avenue , Tyler Street from 11 to 12 Avenue, 12
Avenue from Taylor Street to Adams Street and Atwood Street from Shakopee Avenue to 10
Avenue by reconstruction of sanitary sewer, watermain, storm sewer, concrete curb & gutter,
aggregate, bituminous paving and all appurtenant work and to assess the benefitted property for all
or a portion of the cost of the improvement, pursuant to Minnesota Statutes, Chapter 429.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SHAKOPEE, MINNESOTA, that the proposed improvement be referred to Bruce Loney,
Public Works Director, for study and that he is instructed to report to the Council with all
convenient speed advising the Council in a preliminary way as to whether the proposed
improvement is feasible and as to whether it should best be made as proposed or in connection with
some other improvement, and the estimated cost of the improvement as recommended.

Estimate of Cost to Provide Topographic Survey Services and Construction Staking
Services
Dear Mr. Weyandt:
We propose to provide topographic survey services for this project, as described below, on an
hourly cost - reimbursable basis in accordance with our current fee schedule (attached). The
areas for this work are listed below and as shown on the attached figures from your RFP:
• Harrison Street and Jackson Street from 10th to 11th Avenue
• Van Buren Street from 10th to 12th Avenue
• Tyler Street from 11th to 12th Avenue
• 12th Avenue from Taylor Street to Adams Street
• Atwood Street from Shakopee Avenue to IOth Avenue
Scope and Project Understanding:
• WSB will complete a topographical survey of the project area.
• WSB will submit the points to the City by October 19, 2012.
• City staff will plot the topo.
• The horizontal datum shall be on the Scott County coordinate system.
• The vertical datum shall be on the NA VD88 sea level datum.
• The project area extends 10 -feet beyond the right -of -way (we will shoot the houses
corners)
• Survey will include all shots necessary to prepare a set of construction plans including
but not limited to the following:
1. Shots at all match in points
2. Shots to establish existing vertical and horizontal alignment
3. Property irons to establish existing right -of -way
4. Cross sections every 50 feet, including at a minimum centerline, gutter line, top
of curb, sidewalk, right -of -way line, grade breaks and 10 -feet beyond the right -of-
way.
5. Manhole reports including pipe sizes, pipe types and inverts.
6. Shots on all driveways every 10 -feet extending 20 -feet beyond the right -of -way.
7. Boring locations (coordinate with ITCO Allied Engineering)
8. Small utilities (have utilities located through Gopher State One Call and maps
9. of all small utilities in the area sent to the City).
10. All curb stops (WSB will coordinate the location of all curb stops with Shakopee
Public Utilities).

Deliverables to the City:
• Cad file on disk in AutoCAD format with all topographic survey shot information included.
• Private Utility Maps collected from Gopher 1 Locates in paper and /or electronic PDF
format.
Cost not to exceed fee for the above described topographic survey work: $6,912
Construction Staking and As- builts:
Based on similar project size and scope we have completed for the City of Shakopee we
estimate to complete all construction staking for this project f or a fee of $22,800.
As -built topographic survey we estimate to be competed for a fee $1,728. This work would
include shots on the top of structures with any measure downs being completed by the City. We
will provide Cad file on disk in AutoCAD format with all as -built survey shot information included.
Our hourly billing rates for a 2- person crew are $144 /hour and office survey work at $107 /hour
for our in house survey technician.
This letter represents our understanding of the requested services. If you are in agreement,

Re: Proposal for Soil Exploration - 2013 Street Reconstruction Project
We are pleased to submit this proposal for geotechnical engineering services for the above referenced
project. This proposal letter presents our planned scope of work and the associated fees for this project. The
purpose of our work would be to obtain information regarding subsurface conditions.
The project site is located along Van Buren Street S from 10 Avenue W to 12 Avenue W, Harrison
Street S from 1 0 th Avenue W to 11 Avenue W, Jackson Street S from 10 Avenue W to 11 Avenue W,
12 Avenue W from Adams Street S to Taylor Street S, and Atwood Street S from Shakopee Avenue W to
1 0 th Avenue W, Shakopee, Scott County, Minnesota. The site consists of existing roadways that will be
reconstructed.
ITCO Allied Engineering proposes to put down thirteen borings on the site at locations to be determined.
With this proposal we assume that the project site is accessible for a truck mounted drilling rig. If we find
that the site is inaccessible to our drilling rig, we will contact you to discuss other field exploration options.
Flagging or other traffic control is not included in this proposal. If this is necessary it would be done at
additional cost.
The borings will be Standard Penetration Test (SPT) borings with samples taken every 2.5 feet. SPT
borings are recommended because they provide a more accurate soil profile than other types of borings. We
have also included costs for conducting 13 gradation tests and 6 P.I. tests in order to determine the
AASHTO soil classes and estimate the R- values. If pavement subgrade soils consist of sandy soils the P.I.
tests would not be necessary.
The results of our field exploration program, along with the boring logs and a boring location diagram
would be presented in a final engineering report. The fees for our field exploration are presented in the
following table.

deeper sampling may be required to develop an adequate soil profile. If deeper sampling and/or additional

work. The cost for our services would not exceed the estimated total cost given herein, unless
unanticipated conditions are encountered and your authorization is obtained.
