No. 7155City of Shakopee MEMORANDUM TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City AdministratoA SUBJECT: Adoption of 2012 Pay Plan for Non -Union Employees and Elected Officials DATE: December 16, 2011 Introduction The City Council is asked to adopt the 2012 pay plan for the City's non -union employees and extend the existing salaries for elected officials. Background Non -Union Employees The attached pay plan reflects a 2% general wage increase for the City's 64 non -union employees. The City's adopted operating budget for 2012 specifically includes funding in the wage line for a 1% wages increase. However, due to a change made to the City's insurance offerings, the City will realize a substantial enough savings to fund a 2% wage increase within the adopted personnel budgets. Elected Officials The attached Resolution also extends the existing salary amounts for the positions of Mayor and City Councilor, which remain unchanged since 2006. Recommendation I recommend adoption of the attached pay plan. Relationship to Vision A fair and reasonable compensation system contributes to Goal E: Deliver effective and efficient public services by a staff of well- trained, caring and professional employees. Requested Action If the Council concurs, it should offer Resolution No. 7155, a resolution adopting the 2012 Pay Plan for Certain Non -Union Employees of the City of Shakopee and authorizing 2012 salaries for elected officials, and move its adoption. RESOLUTION No. 7155 A RESOLUTION ADOPTING THE 2012 PAY PLAN FOR CERTAIN NON -UNION EMPLOYEES OF THE CITY OF SHAKOPEE AND AUTHORIZING 2011 SALARIES FOR ELECTED OFFICIALS BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the City Administrator is hereby authorized to issue warrants upon the City Treasury from and after January 1, 2012 payable to the duly appointed non -union employees of the City of Shakopee, in accordance with the attached 2012 Pay Plan, with an effective date of January 1, 2012. BE IT FURTHER RESOLVED, that the salary for the position of Mayor shall be $7,854.00 per year and the salary for the position of City Councilor shall be $6,714.96 per year, payable in 13 equal installments at even intervals throughout the year. BE IT FURTHER RESOLVED, that all Resolutions in conflict with this resolution are hereby repealed and terminated effective January 1, 2012.
