Discontinuation of Public Access Equipment Checkout and Declaring Public Access Checkout Equipment as Surplus PropertyCity of Shakopee Memorandum TO: Mayor and City Council Mark McNeill, City Administrator FROM: John Peterson, Telecommunications Coordinator SUBJECT: Discontinuation of Public Access Equipment Checkout DATE: December 7, 2011 NS Introduction During the 2012 budget process, the City Council opted to eliminate funding for the Public Access equipment checkout service due to its very limited use. Therefore, the TAC is recommending the following plans for discontinuing checkout and disposing of the remaining equipment. Background The TAC recommends that Wednesday, December 28 be the last day equipment can be checked out and that any and all equipment checked out be due back by the end of the day on Monday, January 2. The Public Access Equipment checkout consists of cameras, tripods, microphones, and a portable studio. To dispose of the cameras, tripods and microphones, the TAC recommends offering it at no cost first to other City departments and then to the Shakopee School District. After that, what is left would be put up for sale on eBay. Staff anticipates advertising any equipment that would be for sale on the City and Public Access websites, and the Public Access bulletin board, directing interested individuals to the eBay sale. It is recommended that the portable studio be offered first to the Shakopee School District as a donation. If they do not have a use for it, the next step would be to try to sell it as a package to another access facility. If there were not interest from other access facilities we would move forward selling the individual pieces of equipment as outlined above. It should be noted that the City's one use for the portable studio as a whole has been to record City meetings that take place outside of City Hall. However, this is an extremely time consuming undertaking and has only been utilized once or twice in the years we've owned the equipment. Without the portable studio, meetings to be televised would need to take place at City Hall or would have to be captured with a single camera on a tripod. Action Requested The City Council is asked to declare the attached list of Public Access checkout equipment as surplus property and authorize staff to dispose of it by offering it first to other City departments, then to the school district and finally for sale to the general public via eBay.
