INTRODUCTION: The Police Department is requesting Council approval to promote Joseph Theis to the position of police officer. BACKGROUND: The Police Department currently has one vacancy for a licensed police officer. The Police Civil Service Commission recently conducted the necessary testing to update the Police Officer eligible register. The following names are the top candidates currently listed, in alphabetical order, on the eligible register established by the Police Civil Service Commission. Minnesota State Statute Chapter 419 requires the Police Civil Service Commission to submit the top three names listed on the eligible register to the Appointing Authority (City Council), to fill any vacancy. Chief Tate recommends that Joe Theis, who is currently a Community Service Officer for the Department, be promoted to the position of police officer, effective January 2, 2011 and at step 1 of the current labor contract. RELATIONSHIP TO GOALS: This agenda item relates to Goal E: Deliver effective and efficient public services by a staff of well - trained, caring and professional employees. RECOMMENDATION: Staff recommends that the City Council authorize hiring Joseph Theis as a probationary police officer, at Step 1 of the current labor contract. As Mr. Theis is already a full -time employee of the Department, he has already successfully completed the City's required pre - employment screenings. It has not been the City's practice to have current employees repeat these screenings at the time of promotion. ACTION REQUESTED: If the Council concurs, they should, by motion, authorize the promotion of Joseph Theis to the position of police officer at Step 1 of the current labor contract and subject to a one -year probationary period.
