Overhead Power Relocation on CSAH 69 Reconstruction CITY OF SHAKOPEE � • �' �' I Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Overhead Power Relocation on CSAH 69 Reconstruction DATE: December 6, 2011 INTRODUCTION: This agenda item is to consider relocation of existing overhead or undergrounding of the existing power lines on the proposed 2012 County State Aid Highway (CSAH) 69 Reconstruction Project. BACKGROUND: On September 6, 2011, the City Council approved a layout drawing on the Scott County CSAH 69 Reconstruction Project. Associated with this project is the relocation of existing overhead • power lines. Council has the right to require the existing power lines go underground or be - relocated overhead. Attached to this memo is a memo from Joe Adams of Shakopee Public Utilities Commission (SPUC) in regard to the relocation of this facility that has gone to the November 2, 2011 SPUC meeting. Mr. Adams outlines the cost alternatives for removal of existing overhead, for relocating overhead or undergrounding power lines. In review of the project area, the cost of undergrounding power lines is more than overhead due to rock excavation. The SPU Commission voted to accept the estimated costs and move this item to the City Council for action, per the City's Right-of-Way Management Ordinance. In review of the items listed in Mr. Adam's memo, staff would recommend relocating the existing overhead line from the Shakopee Substation to Scott Street and to be placed underground. Staff would not recommend the undergrounding of the 1 St , Znd and 3 overhead primary crossings over CSAH 69 at just west of the substation, north of the railroad bridge and 3ra Avenue, respectively. The reason being is the high cost of undergrounding in these areas due to rock excavation. ALTERNATIVES: 1. Approve a motion determining that the existing overhead power lines on CSAH 69, from the Shakopee Substation to Scott Street be relocated and shall be placed underground. 2. Approve a motion determining that the existing overhead power lines on CSAH 69, from the Shakopee Substation to Scott Streettshall remain overhead. 3. Approve a motion determining that the existing overhead power line crossings on CSAH 69 at west of Shakopee Substation, north of railroad bridge and 3 rd Avenue remain overhead. 4. Table for additional information. RECOMMENDATION: Staff would recommend Alternative No. 1 and No. 3. ACTION REOUESTED: 1. Adams, Planning & Engineering Director SUBJECT: CSAH 69 Overhead Facilities Relocation DATE: November 18, 2011 ISSUE Scott County is re-constructing CSAH b9 from Atwood Street in Shakopee past Chaparral Avenue in Jackson Township during 2011. The improvements consist of constructing an urban section with replacement and new sanitary sewer, replacement and new water main, storm sewer, curb, gutter, street lighting, and sidewalks on both sides of the centerline to a point just past the Shakopee Substa.tion with a rural roadway section beyond that point with trails on both sides, pedestrian trail lighting under the - two railroad bridges and street lighting at the intersections with 3 and l O Avenues in the City of � Shakopee and Chaparral Avenue in Jackson Township. The improvements to the urban section of the CSAH 69 corridor will require the relocation/removal of various utility lines, power poles, street light poles and security lighting. BACKGROUND There are existing 12.47 kV overhead power lines/poles along CSAH 69 between Scott Street and the Shakopee Substa.tion that provide service to several customers along the route, as well as being one of the exit/feeder circuits out of the substation, SH-08. There are also overhead three phase 12.47 kV primary crossings of CSAH 69 in three locations west of the substation that are a part of another exit/feeder circuit, SH-07. The existing street lighting system-is energized from multiple feeds via the downtown lighting pilot wire group control circuit. A new single point of service will be established for the replacement street lighting system. This feed point will be located at Clay Street and CSAH 69. Per the terms of the City of Shakopee's Right of Way Management Ordinance, the Council may order power lines (over 300 feet in length) that have to be relocated due to a public improvement project placed underground, pending notification of the cost difference between relocating the lines overhead and underground. DISCUSSION Staff has reviewed the construction plans for the CSAH 69 right of way improvements and has determined: 1) The estimated cost for the removal of circuit SH-08's primary wires and power poles is $11,385. The cost for the removal and retirement of the overhead primary facilities would be absorbed as an operating expense. 2) Relocating the existing circuit SH-08 east from the Shakopee Substa.tion to Scott Street is estimated to cost $95,000 if the relocation is done overhead and $300,000 if it is placed underground. The funding source for the relocation of the existing facilities would be from electric revenues via standard rates for the first $95,000 and via the Relocation Underground Charge fund for any excess due to placing the facilities underground if so ordered by the Council. This is in accordance with the Commission's relocation policy adopted in Resolution #742 Resolution Establishing a Relocation Underground Charge dated November 3, 2003. 3) At the request of Scott County and the City, the new underground street lighting system will be fed from a new underground pad mount transformer to be located at the intersection of CSAH 69 and Clay Street at an estimated cost of $3,000. The funding for the service to the new street lighting system will be billed out to the responsible party, either Scott County or the City, as a project cost. 4) The first overhead primary crossing of SH-07 over CSAH 69 west of the substation, at the Adams Street alignment just west of Rahr Malting, does not have to be relocated unless it is desired for aesthetics. The estimated cost to place the crossing underground is $41,000. The cost to relocate the crossing underground is provided so the Council can consider whether to fund the cost difference as a City project cost. The cost for the removal and retirement of the overhead primary facilities would be absorbed as an operating expense. 5) The second and third overhead primary crossings of SH-07 over CSAH 69 at the north railroad bridge and at 3 Td Avenue extended also do not have to be relocated, although we could remove the single phase line crossing by the railroad bridge as it appears to be redundant to the three phase overhead crossing at 3 r a Avenue. The estimated cost to place the 3rd Avenue crossing underground is between $90,000 and $100,000 due to the extensive amount of rock that would have to be bored through. The cost for the removal and retirement of the overhead primary facilities would be absorbed as an operating expense. RECOMMENDATIONS Staff recommends: ' 1. The Commission accepts the estimated costs to relocate and add facilities due to the CSAH 69 construction project. 2. The Commission directs staff to forwaxd the estimated costs to the Council to aid the Council in making their determination under the City's Right of Way Management Ordinance whether or not to order the facilities to be relocated underground; and whether or not the City wants in addition to request any of the three overhead crossings west of the Shakopee Substation to be placed underground with the City funding the cost. REQUESTED ACTION Staff requests the Commission adopt the recommended actions.
