Cox, City Clerk SUBJECT: 2012 Fee Schedule DATE: December 2, 2011 INTRODUCTION The City Council is asked to consider adopting the attached ordinance setting fees for licenses, permits, services, and documents for 2012. BACKGROUND Prior to the end of each year, the City Council adopts a fee schedule by ordinance for the ensuing year. The fee ordinance includes the fees for all licenses and permits issued within the City of Shakopee. Department heads have been asked to re-examine their fees and make appropriate recommendations for, adjustments to the City Council. A summary of those recommendations follows. In the proposed ordinance, the stricken language is deleted and the underlined language is inserted. (A public hearing notice is placed in the city legal newspaper each year advising the public when city council will be adopting its fee schedule. Fees relating to planning issues require a public hearing.) Administration/City Clerk - Under the audio/video dubbing fees, it is recommended deleting the free, first copy of a DVD to a public access producer submitting a program for cablecast on SPA 15 page 2. No other adjustments are recommended at this time. Existing fees are in line with those of neighboring and/or similar size cities, according to the 2011 Biennial Municipal License and Permit Fee Survey. Building Department - recommends increases in fees for sewer and septic permits, page 4 and 5; increases in fees for plan review, page 5; and changing the fees for other inspections to actual hourly rates of employees. On page 6, language is added that building permit escrows are forfeited if items are not completed by specified date (s) , per city code. On page 7, a fee is added for window and siding done concurrently; and, it is noted r • 2012 Fee Schedule December 2, 2011 Page -2- that fees for building code appeals are as established b� the Department of Labor and Industry (DLI). The Metropolitan Sewer Service Availability Charge (SAC), that is established by and torwarded to the Metropolitan Council, is increased, page 8. Finance Department - The Finance Director and the City Engineer have discussed the storm water drainage rates and the sewer service rates for 2012 and recommend maintaining the rates at the 2011 value, page 19. The cash position in the funds is sufficient for now. City staff will contin.ue to monitor and evaluate for needed adjustments dependent upon cash flow needs. If it is determined that a greater project may need to be undertaken, it is possible that a fee study will be considered for recotnmen.dat ion . Fire Department - recommends deleting the requirement that wet and dry fire sprinkler systems and fire alarm systems be reviewed by an approved outside review agency, as the plan reviews are now being done internally, page 10; adding a fee for the removal of above ground`and underground storage tanks, page'10; and, adding an administrative fee for actions requiring payment for administrative costs, page 11. Police Department - recommends adjustments for impoundment fees for dogs. The recommended impoundment fee increases represent an average of those of surrounding cities and the impoundment fee increases and board for large animals are identical to the cities of Prior Lake and Savage, page 12. Public tiVorks - recommends adjustments for the rental of the Elgin street sweepers as noted on page 12. Planning Department - recommends deleting escrows under Land Division Administration Fees and Land Use Administration Fees and inserting instead, "agreement to pay actual review costs", pages 13 - 15. Engineering Department - recommends increasing the trunk storm water storage and treatment charges as well as the trunk sanitary sewer charges, page 17. Park and Recreation Advisory Board - recommends that the fees be increased as indicated on pages 21 - 24. Adopting the fee ordinance as proposed. 2. Amending the fee ordinance as drafted. 3. Table the fee ordinance for additional information. RELATIONSHIP TO VISION Setting fair and reasonable fees for city licenses, permits, services and documents contributes to Goal C: Maintain the City's strong financial health. RECOMMENDED ACTION - after making any desired changes: Offer Ordinance No. 850, Fourth Series, An Ordinance Setting 2012 Fees for City Licenses, Permits, Services and Documents, and move its adoption. I:\clerk\judy\FeeMemo2012 CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Jamie Polley, Parks, Recreation, and Natural Resources Director Meeting Date: December 6, 2011 Subject: 2012 Proposed Parks and Recreation Fee Schedule INTRODUCTION This agenda item seeks City Council approval of the proposed 2012 parks and recreation fees and charges for services as recommended by the Parks and Recreation Advisory Board. BACKGROUND Each year the City reviews the fees that each department charges for services. Many of the fees within the Parks and Recreation Department had not been changed for a number of years prior to 2011. ln 2011 the City implemented a number of changes to the fee schedule. These changes included a 5% increase in fees for the Community Center, SandVenture Aquatic Park and recreation prograrns as suggested through the financial analysis conducted during the referendum effort. Ice Arena fees increased consistent with the market rates. In addition, the one-time $36.00 non resident fee was eliminated and a fee of $10 per class per participant was implemented. The per participant fee for youth associations was also consolidated to one fee of $17.00. DISCUSSION Secvice Fees and Charges Attachment A outlines our proposed 2012 fees and charges. Staff is recommending changes to ice rental fees, various facility rental fees and aquatic park group rates. Upon reviewing the ice rental hours of the past year and comparing Shakopee rates to the rates of surrounding ice arenas, staff is suggesting that the fall-winter prime and non prime ice rental rate remain the same as 2011 and that the spring-summer ice rental rate be reduced by $10/hour. Our summer ice rental times have reduced and the demand is declining. Staff feels that by reducing the rate slightly we can attract more renters yet remain consistent with surrounding rates. Staff is also recommending the addition of a periodic gromotional ice special rate that would allow staff to sell ice hours periodically throughout the year at a reduced rate to eliminate empty ice times. This special rate is intended to serve as a marketing tool to promote open ice throughout the year. Staff is also recommending changing our facility fees for park shelters, concession stands, outdoor facilities with and without lights and the yauth building to one rate versus a resident and nonresident rate. The majority of the rentals are resident rate rentals and we have heard on numerous occasions that a non resident has a resident that they can get to reserve the facility at the resident rate. The rates proposed slightly increase the current resident rate while decreasing the nonresident rate. Please note that the facility rental rates were not changed in 2011. Finally, Staff is recommending the addition of a senior aerobics punch card based on a few requests for a punch card versus paying the daily fee. Also, the aquatic park group renta( rates are being added to the fee schedule. The public group rates have been established and charged by the City since 2007 when the pool building was rebuilt however the rates had not been included in the adopted fee schedule. The private group rate is being recommended based on a recent request for a large private party rental that required the pool to be closed to the pubfic. Park Dedication Fees At this time I am recommending that the park dedication fee remain consistent for 2012 and be � evaluated for 2013. RELATIONSHIP TO VISION C. Maintain the City's strong financial health. REQUESTED ACTION The City Council, if concurs, approve the proposed 2012 Parks and Recreation Fee Schedule as recommended by the PRAB. C. Recreation Program Fees Recreation program participants are charged fees to cover costs associated with the program. These fees are designed to cover the direct cost of the program, including part-time salaries and supplies as well as a portion of administrative overhead and direct supervisor costs. A small percentage is then added to the direct program costs to account for non direct program costs. These fees vary depending on the program type, supplies costs, length of the program, etc. A$5.00 service fee will be charged for changes/class cancellations prior to the registration deadline. No refunds will be given after the registration deadline. 2011 fees will generally show a 5°lo increase over the 2010 program fees. D. Sports Association Fees All City-related sports associations are assessed a fee to fund the administrative support the City provides to association. This support generally includes promoting the program, processing registrations, scheduling facilities and activities, and providing assistance in administering the program. This process shall continue until the City has completed all necessary reviews. Enqineering A. Private Developments The development fees for private developments apply in situations where private developers choose to construct the public improvements, rather than having them constructed by the City. The fees that the City charges in those situations are intended to reimburse the City for all of the direct and indirect costs incurred by the Public Works Departments to process the development application, to process and administer the project, to review and approve the plans for the project, and to inspect the construction of the project. The percentage used for various items are based on the historical costs incurred by the City. The Developer shall reimburse the City for costs associated with the first bituminous seal coat performed on the bituminous paved streets within the plat. The costs shall be based on the lastest contract unit prices the City has received plus 3% for next year's increases and administration costs. The estimated City fee shall be deposited with the City at the time the Developer's Agreement is signed. Streets and Utilities The Development Fees for private developments include a lump sum of 7.5% of the estimated construction costs for the following: public sanitary sewer, public storm sewer, public street construction, sidewalks, boulevard trees and other appurtenances. Storm water management reviews will be charged on an hourly basis. The developer shall deposit 2% (minimum of $5,000) to pay for storm water management reviews.
