SUBJECT: 2012 Wages and Salaries for Part-Time Fire Department Employees

Introduction
The City Council is asked to adopt the attached resolution, setting pay for the part-time
employees and officers of the Shakopee Fire Department for calendar year 2012.
Background
Hourly Wage
Based on the Council's direction at its November 22 workshop meeting, an increase from
$10.00 to $10.50 per hour is`proposed for all paid-on-cal! firefighters who have completed the
first year of their probationary period. This will be the first pay increase firefighters have
received since January 1, 2D04. First-year firefighters, who spend a majorify of their time in
training, would continue to be paid $10.00 per hour.
Officer Pay
Annual salaries are paid to th'e individuals that hold officer or specialty positions with the
Department. There are no changes being proposed to the positions, the number of positions or
the salaries. Therefore, the recommended salaries are as follows:

It should be noted that the 13 part-time officer positions listed above come #rom among the 46
paid-on-call firefighters authorized in the 2012 budget; they are not in addition to the 46. The
annual salaries are in addition to the hourly wage these individua(s receive for attending cal(s,
drills and meetings like any other firefighter.
Incentive Pay
As was also discussed during the CounciL's November 22 workshop, staff is recommending the
implementation of an incentive pay system for firefighters, that would provide an addition to
their hourly wage if certain attendance targets are met.
The proposed program would work as follows:
Each firefighter's attendance percentage for calls, drills and meetings shall be calculated for the
twelve-month period of November 1, 2011 through October 31, 2012. Firefighters achieving 50
— 59% attendance shall be paid an additional $0.50 per hour for each hour they had worked
during that twelve-month period. Firefighters achieving 60 — 74% attendance shall be paid an
additional $0.75 per hour and firefighters achieving 75% or better attendance shall be paid an
additional $1.00 per hour. This pay shalf be distributed to qualifying firefighters on or about
December 1, 2012. All non-probationary firefighters shall be eligible for the incentive pay
program. Attendance percentages shall be rounded to the nearest whoie number for purposes
of determining eligibility. Individuals who leave employment with the Fire Department mid-
way through the twelve-month period (i.e. prior to October 31) shall not be eligible for
incentive pay.
Budget Impact
The estimated cost of the fifty-cent increase in the hourly wage is $10,000. The estimated cost
of the incentive pay program is $7,500 to $10,000. Sufficient funding to cover both is included
in the preliminary 2012 operating budget.
Relationship to Vision
A fair and reasonable compensation system contributes to Goal E: Deliver effective and
efficient public services by a staff of well-trained, caring and professional employees.
Requested Action: If the Council concurs, it should offer Resolution No. 7146, a resolution
adopting the 2012 Pay Plan for Part-Time Employees of the Shakopee Fire Department, and
move its adoption.

FOR PART-TIME EMPLOYEES OF THE SHAKOPEE FIRE DEPARTMENT
8E IT RESOLVED BY THE GTY COUNCIL OF THE CtTY OF SHAKOPEE, MINNESOTA, that the
City Administrator is hereby authorized to issue warrants upon the City Treasury from and after
January 1, 2012 payabie to officers of the Shakopee Fire Department, in the following amounts.

BE 1T FURTNER RESOLVED, that the following incentive pay program shall be established
based on each firefighter's attendance at calls, drills and meetings between the dates of
November 1, 2011 and October 31, 2012:

75% + + $1.00 per hour
BE IT FURTHER RESOLVED, that all Resolutions in conflict with this resolution are hereby
repealed and terminated effective January 1, 2012.
Adopted in regular session of the City Council of the City of Shakopee, Minnesota, held
this 6 day of December, 2011.
