Authorization to Hire Police Evidence Technician � �+ I• CITY OF SHAKOPEE Memorandum �, ��� � �� ��' TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrato��� SUBJECT: Authorization to Hire Police Evidence Technician DATE: December 1, 2011 INTRODUCTION: The Police Department is requesting Council approval to hire Elizabeth Carlson for the new half- time Evidence Technician position. BACKGROUND: As discussed during the 2012 budget process, the Police Department has a need to shift its staffing from three full-time Community Service Officers (CSOs) to two full-time CSOs and one half-time Evidence Technician. At its September 6 meeting, Council approved a formal job description for the new Evidence Technician position and placed the position in Grade 3 of the City's Non-Union Pay Plan. Since that time, the Police Civil Service Coimmission has conducted the necessary testing to establish an eligible register for the Evidence Technician position. The following names are the top three candidates listed, in alphabetical order, on the eligible register adopted by the Commission on November 9: Elizabeth Carlson Rebecca Guttmann Suzane Ha RECOMMENDATION: ' Staff recommends that Elizabeth Carlson be hired at Step E of Grade Leve13 of the City's 2011 Non-Union Pay Plan ($17.754 per hour). An in-depth background check on Ms. Carlson has already been completed. However, her hiring would be subject to successfully completion of a pre-employment physical/drug-test andpsychological evaluation. RELATIONSHIP TO GOALS: This item relates to Goal E: Deliver effective and efficient public services by a staff of we11- trained, caring and professional employees. ACTION REQUESTED: If the Council concurs, they should, by motion, authorize the hiring of Elizabeth Carlson as a half-time, probationary Evidence Technician at Step E of Grade Level 3 of the City's 2011 Non- Union Pay Plan, subject to successful completion of the remaining pre-employment evaluations.
