I Introduction
The City Council is asked to consider and provide feedback regarding a proposed wage increase for the
� City's paid-on-call firefighters.

i Background
During preparation of the City's 2012 operating budget this past summer, the Council agreed to include I
I I $25,000 in new funding for part-time wages in the Fire Department. The City is currently served by 43 j
paid-on-call firefighters who are paid $10.00 per hour for attendance at calls, drills and meetings and
receive a pension of $7,500 per year of service after 20 years. The $10.00 per hour rate went into effect �

The $25,000 allocated in the preliminary 2012 budget is sufficient to implement a two-pronged �
approach to pay increases. I
' 1. General Pay Increase. Staff is asking Council to consider raising the hourly wage by fifty I
I ' cents to $10.50 per hour for calls, drills and meetings for all employees that have completed
� the first year of their probationary period. It is recommended that new hires continue to be I
� paid $10.00 per hour as a probationary wage until such time as they successfully complete �
one year of service and the required training for new hires. I
This increase is estimated to cost $10,000 for calendar year 2012. �

2. Incentive Pay. Rather than allocating all of the available funds to an across the board pay
raise, staff is asking Council to consider adding a new incentive pay component to our Fire �
Department compensation structure. To begin with, the incentive pay would be tied to I
attendance levels. In the future, the incentive pay concept could be expanded to include
other areas such as physical fitness and education/training; similar to the pay for
erformance s stem currentl in lace for the Cit 's olice officers.

I 'i calls, drilis and meetings. The proposed incentive pay would provide additional
I compensation for those that meet 50%, 60% and 75% attendance.
In the operation of a paid-on-call Fire Department, attendance is extremely important. The
City relies on a sufficient number of firefighters to respond to a page at any time of the day
or night. Trucks cannot leave the station and firefighters cannot enter a structure until a
sufficient number of personnel are on scene. �

The structure of the proposed incentive pay would be as follows: Each firefighter's �
I I attendance percentage would be calculated for the 12-month period of November 1 �
through October 31. If they exceed one of the attendance thresholds, the City would '

threshold and issue a standalone check for that amount on or about December 1. The I
calculation would re-start every November 1, requiring employees to meet the attendance !
threshold each year in order to continue receiving the incentive pay. It would not be �
added to their base wage moving forward. �

� The proposed dollar amounts for the individual attendance thresholds are: I

� 50 — 59% -- $0.50 per hour i
60 — 74% -- $OJ5 per hour �
75% + -- $1.00 per hour �
If this incentive pay program had been in effect from November 1, 2010 to October 31, �
2011, there would have been 10 employees meeting the 50% attendance threshold, 8 I
employees meeting the 60% attendance threshold and 2 employees meeting the 75% �
attendance threshold. Examples of what their resulting incentive pay check would have i

equaled include:

� Firefighter #2 404 hrs. / 62% attendance 404 x$0.75 =$303.00 �

The overall goal of this program would be to both reward those firefighters who consistently
and frequently respond to calls for service and to create an incentive for those that are �
closer to the minimum attendance requirement of 35% to increase their call response. �
Therefore, if successful, the program will result in more firefighters qualifying for the �
I incentive pay in future years. j

� proposed incentive program for 2012 is $7,500 to $10,000. I

I The Council is asked to discuss and provide feedback regarding the proposed wage increase and �
I incentive pay program. If the consensus of the Council is to move forward with these two items for �
� 2012, staff will prepare the necessary resolutions and place them on the consent agenda for the �
� December 6 City Council meeting.
