Action Requested
The Council is asked to offer a motion to authorize the expenditure of$23,000 from the General
Government Building IS Fund for replacement of 281ight fixtures at the Police Station.
Background
The 2012 capital improvement plan for the City's buildings included four major projects: (1) a
new roof for the Community Center, (2) new doors for the Engineering Building, (3) new air
conditioning units for the Library and Police Station, and (4) a lighting upgrade for the Police
Station. The first three projects are all complete or significantly underway, leaving the Police
Station lighting upgrade yet to be done.
Constructed in 2003, the Police Station includes 28 architectural wall sconces that line the
interior perimeter of the building. The fixtures have two significant drawbacks. First, they each
require an energy-hogging 400 watt bulb; and second,they shine light upward onto the
building's dark wood ceiling, so the light is absorbed into the ceiling and does little to benefit
people working in the space.
Staff has been working for over a year to identify a replacement light fixture that will consume
less energy, shine light out and down into the space rather than just up onto the ceiling, and will
fit the spaces occupied by the current fixtures without creating the need for drywall repair. We
have finally found a fixture that meets all of these needs, and uses only two 24 watt T-5
fluorescent bulbs per fixture.
Budget Impact
The selected light fixtures from Winona Lighting will total $18,405 and the electrician's quote
for installing them is $4,500, for a total project cost of$22,905. The funding source would be
the Internal Service fund for General Government Buildings.
This is slightly over the $20,000 estimated for the project; however the City should see a
significant return on investment in the form of lower electric bills for the building. Because the
Police Department is an around the clock operation, the vast majority of these lights run 24 hours
a day, 7 days a week. By converting from 400 watts to 48 watts per fixture, we will use 88% less
energy. Entering this information into two different online energy savings calculators suggests
we can expect to save somewhere between$7,000 and $8,000 per year as a result of this project.
This means we would see a complete payback of our investment in about three years.
Lastly, staff has contacted Shakopee Public Utilities to determine whether this project would
qualify for any of their rebate programs. Unfortunately, we learned that those programs are out
of funds for 2012 and they have not yet made decisions regarding funding levels or criteria for a
2013 rebate program. Rather than wait until January to proceed with this project in hopes of
qualifying for a rebate, staff recommends proceeding at this time as the savings to be achieved in
the remaining months of this year should offset the cost of missing out on a potential rebate.

Recommendation
Staff recommends that we proceed with this project at this time.
Requested Action
If the Council concurs, it is asked to offer a motion to authorize replacement of 28 light fixtures
at the Police Station, at a cost not to exceed $23,000, to be taken from the General Government
Buildings IS Fund.
