INTRODUCTION: At the August 6, 2012 Traffic Safety Review Committee, the committee reviewed a traffic study and is recommending to install stop signs on Polk Street with the intersection of 13�" Avenue. BACKGROUND: A traffic study has been done by engineering staff for the intersection of Polk Street and 13�n Avenue due to the number of accidents the past two years. The traffic study did indicate a number of accidents have occurred that could be eliminated with the installation of stop signs. The major street volume is 13t�' Avenue, and these stop signs would be placed on Polk Street. Other major factors beside the high number of accidents, are the sight distance issues with pine trees, street grades and parked cars near the intersection. ALTERNATIVES: 1. Approve a motion directing staff to install stop signs on Polk Street with this intersection of 13t" Avenue. 2. Do not approve a motion to install stop signs. 3. Table for additional information and/or further study. RECOMMENDATION: The Traffic Safety Review Committee recommends Alternative No. 1. RELATIONSHIP TO VISIONING: This supports Goal E: "Deliver effective and efficient public services by a staff of well-trained, caring, and professional employees". A stop sign is warranted if two of the followin� four conditions exist: (Conditions are from the Shakopee Signin�Manual, January 19, 2010) 1.) If the major street traffic volume approaching the intersection for each leg adds up to more than 1,000 vehicles per day and the minor street traffic volume is less than 50% of the major street traffic volume(�00 —7�0 vehicles per day). 13`" Ave has an ADT total for both le�s of 433 and Polk St has an ADT total for both le�s of 299. This intersection does not meet the traffic volume requirement. 2.) There have been more than two reported crashes, per year in the previous two years or, three reported crashes in the previous year of a type correctable with stop sign installation. The intersection of Polk St & 13`" Ave had three(3) reported accidents in 2010 and two (2) reported accidents in 2011. The intersection does meet the accident requirement. 3.) The pedestrian volumes across the minor approach(that which would be stopping) is more than 1� pedestrians per hour during the peak traffic hours. Pedestrian volumes were not counted. 4.) If the safe stopping sight distance of the minor approach is restricted by less than 100 feet by horizontal and/or vertical roadway alignment or by other permanent obstructions (see�gure). Approach restrictions are greater than 100 feet. As policy states all sight triangles are fi•ee of obstruction. The intersection does not meet the sight distance requirement. However, several sight distance concerns do exist due to location of a pine tree, parked cars and a incline on the south approach. ja, � � ' Does the Intersection of Polk St & 13`� Ave Meet the `Varrant for an All `Vay Stop? A stop si�n is warranted if three of the following five conditions exist: (Conditions are fi•om the Shakopee Si�ning Manual, Januaiy 19,2010) 1.) If the major street traffic volume approaching the intersection for each leg adds up to more than 1,500 vehictes per day and the minor street traf�c volume approaches the intersection for each leg adds up to be greater than 7�0 vehicles per day. 13`� Ave has an ADT of 433 and Polk St has an ADT of 299. This intersection does not meet the traffic volume requirement. 2.) There have been more than two reported crashes, per year in the previous two years or, three reported crashes in the previous year of a type correctable with stop sign installation. The intersection of Polk St & 13`� Ave had three(3) reported accidents in 2010 and two (2) reported accidents in 2011. The intersection does meet the accident requirement. 3.) If the pedestrian volumes crossing any approach is more than 15 pedestrians per hour during the peak traffic hours. Pedestrian volumes were not counted. 4.) If the safe stopping distance on the uncontrolled approach is restricted by less than 100 feet by horizontal and/or vertical roadway atignment or by other permanent obstructions. Approach restrictions are greater than 100 feet. As policy states all sight triangles are free of obstiuction. The intersection does not meet the sight distance requirement. However, several sight distance concerns do exist due to location of a pine tree, parked cars and a incline on the south approach. �.) If the 85`h percentile speed in the intersection is greater than 35 mph and the highest reported speed with two or more observations is greater than 45 mph. No speed test where performed at the intersection of Polk St & 13`h Ave.
