Subject: 2013 General Fund Revenues—Preliminary Budget
Action Requested: Review of estimated revenues for the 2013 Budget year.The primary categories of
revenues will be defined for the General fund.
Overview:
The General fund is the major fund for the overall City operations that provide funding for the
Administration (General Government), Public Works, Public Safety, Community and Economic
Development, Park and Recreation and Miscellaneous categories of activities.The categories of
revenues and their primary components are as follows:
• Taxes—This category is comprised of the most substantial amount of revenue, as the property
tax levy.The property tax revenues, when received from the County consist of current,
delinquent and mobile home taxes.The fiscal disparities revenue is also included in this total.
• Special Assessments—The General fund collect only a small amount of special assessments. The
unpaid garbage and other smaller bills are recorded in this category after the amounts are
certified to Scott County, late each year,for collection in the following year. The city retains
only an administration fee for the delinquent garbage as the remainder is turned over to dicks
sanitation as they complete the services.
• Licenses and Permits—The licenses consists primarily of Cable franchise fees(per agreement),
liquor license and other miscellaneous license application revenues. Permit revenues consist of
building permits and other building related permits, such as plan review fees, mechanical and
electrical permits, etc.
• Intergovernmental—This includes substantial revenues from the major Federal,State, County or
other governmental entities.These revenues are from Grants for Public Safety(Toward Zero
Death projects, seat belt enforcement)State aid for Police,State aid for Fire, and State Aid Road
maintenance funds, used for seal coating and crack filling projects.
• Charges for Services—These revenues are primarily for fees charged for specific services such as
Engineering fees for projects (public &private), Police services billed to Valleyfair, Canterbury,
Fire service fees billed to the Townships, as well as charges to other entities for use of City
facilities,such as the fueling stations and car/truck wash sites. These revenues also include the
payment from SPUC for electric and water. This revenues source has been historically recorded
as transfers.
• Fines and Forfeits—comprised of revenues routed through Scott County for violations and fines
related to public safety law enforcement.
• Miscellaneous—includes revenues from interest earnings on investments, as well as any
unanticipated revenues that have not been provided in the budget process.
