Linnihan, Finance Director Subject: Preliminary 2013 Budget Work Session Action Requested: Continuing review and discussion of the proposed 2013 budget and preliminary tax levy, in preparation for the approval and adoption of the proposed budget and tax levy at the Tuesday, September 4`h, 2012 City Council meeting. Overview: The Monday evening work session will continue to provide City Council,Township Board members and other interested parties with planning information related to the 2013 budget process. The Township Board members will be present at the Monday evening meeting to review and discuss the planned budgets and requests from the Fire department and Recreation departments.The City has an on-going agreement with Louisville and Jacksonville Township relating to Fire Service. Recreation provides programs for Township residents. These budgets are reviewed and updated, with staff providing updates on changes from prior year budgets. The Administration budgets will be presented, wrapping up the presentations for the General fund components of the 2013 plan. General fund revenue estimates will be discussed, with a summary sheet of the categories provided to ensure a consistent understanding of the revenues brought into the budget planning. The Revenue and Expense summary sheet will provide the Council with the preliminary information as to the status of the budgeted requests, in comparison to anticipated revenues. Finally, the Requested Initiatives will be presented and discussed in preparation of the decisions to add, change or delete these requests. These decisions will impact the preliminary budget and preliminary property tax levy, and will require determination by the City Council to provide staff with direction in preparing and completing the preliminary budget documents. Staff will present Council with resolutions on the September 4"', 2012 City Council meeting that will ensure compliance with the State Statutes for certification of levies that are submitted to Scott County. 2 Staff will continue to refine budget information during September and October, bringing back information for Council review prior to the confirmation of the final levy and budget which will be presented for approval in December, 2012. At the previous Budget work session,the Council was provided with property tax assumptions and impacts. These will be useful tools in providing the City Council with guidance in determining how to proceed with: • Requested initiatives, including staffing requests and projects • Addressing funding for debt service payments for 2013 and beyond • Committing to funding for capital projects and infrastructure (CIF funding)
