� Introduction
� The Cit Council is asked to a
y pprove the attached policy on the selection of part-time officers
for the Fire Department.
Background
In addition to the full-time Fire Chief, the Fire Department is led by a group of officers selected
� from the ranks of paid-on-call flreflghters. These positions indude the Assistant Chief, Deputy
� Chiefs, Captains, etc. For many years individuals were elected to these positions 6y a vote of
� the department. However, the League of Minnesota Cities strongly recommends against this
approach and the City of Shakopee moved away from elections in the fall of 2007.
At that time, a very Specific policy was developed to guide the selection process, using letters of
application and specified interview panels. This process has 6een utilized twice now — in the fall
of 2007 and again in the fall of 2009 — on each occasion, appointing people to the various

officer positions for two year terms. This has served the City well as we transitioned away from
� the long-standing tradition of elections and established the position of full-time Chief.
i However, now that we have had a full-time Chief in place for three years and there is no longer
i the turn-over in the ChieYs position that we had with a paid-on-call Chief, a strong case can be
made for allowing the full-time Chief more flexibility in selecting his team of officers and for
� allowing the officers, if successful, to serve for more than a two-year term. Therefore, Chief
� Coleman and I have drafted a revised policy on part-time officer selection, which is attached.
� Budget Impact
� There is no budget impact as a result of the revised policy. It does not alter the number of
officers or their salary amounts.

Requested Action
The Council is asked of offer Resolution # 7132, a Resolution Amending Res. No. 6903,
Regarding Departmental Policy on the Selection of Part-Time Officers for the Shakopee Fire
Department, and move its adoption.

RESOLUTION N0. 7132
A RESOLUTION AMENDING RESOLUTION NO. 6903, REGARDING DEPARTMENTAL POLICY ON
THE SELECTION OF PART-TIME OFFICERS FOR THE SHAKOPEE FIRE DEPARTMENT
WHEREAS, Section 2.32 of the City Code established a Fire Department and states that the
� Department "with approval of the Council, shall establish, and from time to time revise, written
rules and regulations of the Department," and
WHEREAS, there is currently a need to �pdate such rules and regulations as they relate to the
selection of part-time officers.
I NOW THEREFORE BET IT RESOLVED, by the City Council of the City of Shakopee, Minnesota,
that Resolution No. 6903 is hereby amended by adopted revised Policy No. 4., Part-Time
' Officers, attached hereto and made a part hereof.
, BE IT FURTHER RESOLVED, that all existing or previous policies in confiict with the one adopted
herein is hereby repealed.

SHAKOPEE FIRE DEPARTMENT
POLICY NO. 4: PART-TIME OFFICERS
�
The Pire DepartmenY shall have the following part-time officer and specialty positions:
Assistant Chief
Deputy Chief
Captain
Lieutenant
I Engineer
SCBA Coardinator
The number of firefighters holding each position shall be established in the annual operating
budget of the Department.
, Individuals holding a part-time position shall receive an annual salaiy. The salaiy level for each
position shall be set annually by the City Council and is in addition to the houxly pay received for
attendance aY fire calls, drills and Department staff ineetings.
Individuals selected for a part-time position shall serve a two-year term corresponding to two
, calendar years. The Fire Chief shall have the authority to extend an individual's term for
I additional two year increments, without repeating the selection process.
If an individual resigns or is removed from his or her part-time position, the selection process
shall be followed to name a replacement to fill out the remainder of the unexpired term. In cases
where a position becomes vacant with less than six months remaining on the term, the Chief
shall have the authority to appoint a qualified individual to fill the position for the remainder of
' the term without following the selection process.
i SELECTION PROCESS
Notice that applications are being accepted for part-time positions shall be posted in each fire
' station and announced at a staff ineeting of the Department. The application deadline shall be no
sooner than ten business days following the posting of the notice.
Firefighters interested in applying for a part-time position shall be required to submit a letter of
application stating their name, position applying for and qualifieations to hold that position. The
job description of eaeh position shall be made available to any firefighter upon request.
The Fire Chief shall establish an interview panel to conduct oral interviews of the applicants tliat
best meet the qualifications for each position. Following the oral interviews, the Fire Chief shall
make recommendations to the City Council for final appointment to each position.
