SUBJECT: Declaring a Cost to be Assessed and
� Establish a Public Hearing for the
2011 Street Reconstruction, Project No. 2011-1

� INTRODUCTION:
' Attached is Resolution No. 7130, a resolution declaring the costs to be assessed, ordering
the preparation of proposed assessments and setting a public hearing date for the 20ll
Street Reconstruction, ProjecY No. 20ll-1.
BACKGROUND:
On April 5, 2011, City Council adopted Resolution No. 7091, approving the plans and
specifications and ordering the advertisement for bids for the 2011 Street Reconstruction,
Project No. 2011-1. On May 3, 2011, City Council adopted Resolution No. 7096, a
� resolution which accepts the bids and awards the contract for the 2011 Street
i Reconstruction Project. The improvements have essentially been completed with the
� final costs for construction at $2,989,932.81. The total costs associated with
administration, financing and engineering for the project is $496,328.85. The attached
' resQlution shows how these costs are being paid and the total cost to be assessed. Project
financing sources include the City of Shakopee, Shakopee Public Utilities, State Aid and
, assessments to the benefiting properties. From the preliminary engineering report to Yhe
project completion, the funding summary is as follows:

20l 1, if Resolution No. 7130 is approved.

� WHEREAS, a contract has been let for tl�e consh�ucrion of tl�e 2011 Street
Reconstruction Project as described in the preliminary engineering rzport, aud the
I contract price for sucli improvements was $3,124,84L58, aud the fii�al contract price for
such improvement is $2,989,932.81, and the expeuses incurred or to be incun�ed in the
� making of such improvements amounts to �496,328.8�. Of this eost the City of
Sl�akopee will pay $823,264.79, Shakopee Public Utilities will pay $548,883.82 and State
Aid will pay $1,6�9,278.08.
NOW, THER�FORE, SE IT RESOLV�D BY TH� CITY COUNCIL OF
I THE CITY OF SHAKOPEE, MINNESOTA:
� L The cost of such im�rovement to be specially assessed is hereby declared to
I be $4�4,834.97.
2. T1ie City Clerk, with the assistauce of the City Engineer, shall forthwith
I calculate the proper amount to be specially assessed for such improvement aeainst every
assessable ]ot, piece, or parcel of laud withiu the district affected, without regard to cash
I va]uation, as provided by law, ai�d keep a copy of sucl� proposed assessment in her office
fox public inspaction.
I 3. That tl�e City Clerk shall, upon the compleYion of such proposed assessment,
� notify the City Council thereof.
I BE IT FURTHER RESOLVED:
� 1. Tl�at a hearing shall be held on the 15th day of November, 20ll, in the
, Council Chambers of City Hall at 7:00 P.M. or thereafter, to pass upon such proposed
assessinents and at such time and place all persons owning property affected by sucl�
, improvements and proposed assessments will be eiven an opportunity eo be l�eacd with
reference to sucl� assessment.

2. That the City Clerk is hereby directed to cause a notice of the hearing on the
� proposed assessment to be published once ii1 the official newspaper of the City of
Shakopee at ]east two weeks prior to the hearing a»d she shall state in the notice the total
cost of Che impcovements. Sl�e also shall cause inailed notiee of such hearing to be given
I to the owner of each parcel described in tlte assessment roll not less than two weeks prior
to the l�earing.
