No. 7124 5 3 , Z f City of Shakopee Memorandum 'CC 4,0 Vt*t Y1 7 To: Honorable Mayor, City Council Mark McNeill, City Administrator From: Chris.Dellwo, Captain Date: September 20, 2011 Subject: Toward Zero Deaths Traffic Enforcement Grant Introduction City Council is asked to adopt Resolution Number 7124, a resolution to enter into a grant agreement with the Minnesota Depaitment of Public Safety's Office of Traffic Safety for participation in the Toward Zero Deaths Enforcement Project. Background The Toward Zero Deaths Enforcement Project, formerly known as the Safe and Sober project, is a federally funded program administered by the Minnesota Department of Public Safety's Office of Traffic Safety. The project is dedicated to addressing issues of traffic safety through highly publicized overtime enforcement projects. Research has shown the top two safety priorities are the reduction of impaired driving and the increase of safety belt and child safety seat use. The research has shown enforcement efforts do not have a lasting effect on drivers' behavior if the majority of the public is not aware of them. Combining increased enforcement activity with public awareness efforts has been found to result in long - lasting improvement on driver behavior. The Toward Zero Deaths Enforcement Project consists of five overtime enforcement education waves. The overtime enforcement waves occur in October, around the Holidays, over Memorial Day weekend, in July, and over Labor Day weekend. Media releases and enforcement activities will begin in the fall of 2011 and conclude in the fall of 2012. The key objectives of the project are to reduce impaired driving, speeding, and traffic accidents while increasing seat belt usage in our community. Some key secondary objectives include reducing traffic complaints and alcohol usage by minors. A successful project will result in a safer community. Budget Impact The grant does not require a local match of the officer's overtime. If accepted, the City of Shakopee will serve as the Financial Officer for all Scott County Departments included in the grant. Those departments include the Scott County Sheriff's Office, Savage Police Department, New Prague Police Department, Belle Plaine Police Department, and Jordan Police Department. Visioning Relationship This action supports: Goal A: Keep Shakopee a safe and healthy community where residents can pursue active and quality lifestyles. Strategy 2: Enhance physical, mental and spiritual health. Strategy 6: Provide High Quality Services. Recommendation Authorize the appropriate City officials to enter into the grant agreement with the Minnesota Department of Public Safety's Office of Traffic Safety, for the project entitled Toward Zero Deaths Enforcement Project, during the period of October 1, 2011, to September 30, 2012, for the amount awarded by the Depattsuent of Public Safety, Office of Traffic Safety. Action Requested If Council concurs, they should offer Resolution No. 7124, A Resolution of the City of Shakopee, Minnesota, Regarding Participation in the Minnesota Department of Public Safety's Toward Zero Deaths Enforcement Grant, and move its adoption. Resolution No.7124 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA, REGARDING PARTICIPATION IN THE MINNESOTA DEPARTMENT OF PUBLIC SAFETY'S TOWARD ZERO DEATHS TRAFFIC ENFORCEMENT GRANT WHEREAS, the City has been participating in Minnesota Department of Public Safety Traffic Enforcement Grants for several years; and WHEREAS, the Shakopee Police Department has successfully worked additional overtime shifts that focus on reducing impaired driving, speeding and traffic accidents while increasing seatbelt usage in our community; and WHEREAS, each year the City enters into a cooperative agreement in order to continue to participate; and WHEREAS, the City currently serves as the financial agent for the Safe and Sober Grant and has served in that capacity for several years, and WHEREAS, in the capacity of the financial agent, the City has entered into a cooperative agreement with the Minnesota Department of Public Safety, Office of Traffic Safety, to administer federal grant funds that fund the overtime efforts. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the Mayor, City Administrator, and the City Clerk are hereby authorized to enter into a cooperative agreement with the Minnesota Department of Public Safety, Office of Traffic Safety, for the project entitled Toward Zero Deaths Enforcement Project, during the period of October 1, 2011, through September 30, 2012.
