Linnihan, Finance Director Subject: Joint Powers Agreement — Scott County Assessment Services Date: August 26th, 2011 Introduction: The City of Shakopee has previously agreed to annual contracts with Scott County for a joint powers agreement specific to assessment services. The County has proposed a three year contact for the years 2012, 2013, and 2014, to reduce the administrative costs related to the development of the agreements with multiple Cities within Scott County. Background: The current contact with Scott County is similar in scope and service as the attached contract for the pending three years. This agreement defines the roles of both the City and the County in providing a "fair and equitable" assessment of property. The County provides for a review of at least 20 % of the properties within the City of Shakopee, to view and determine the market value of such properties. Information and data related to such property review is filed and maintained at Scott County. The current 2011 agreement provides service to the City for a contract amount of $181,600. The amounts stated in the future year agreement are less than the 2011 rate, providing a budget reduction for 2012 budget purposes. Recommendation: Staff recommends the approval of the Joint Powers Agreement for the years 2012, 2013 and 2014, with the rates as follows: 2012 $177,700 2013 $178,200 2014 $178,200 h /council memos /Scott County J PA Assessing Services Goal: This action ties to goal D- maintain, improve and create strong partnerships with other public and private sector entities.
