Low Voltage Wiring for the New Fire Station�►o City of Shakopee MEMORANDUM TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrator SUBJECT: Low Voltage Wiring for New Fire Station DATE: September 1, 2011 Introduction The Council is asked to authorize the hiring of All State Communications to install low voltage wiring and the IT racking system in the new fire station at a cost not to exceed $12,600. Background In addition to electrical wiring, the new fire station will also require low voltage wiring or cabling to support the phone and computer system, as well as cable television and in- ceiling speakers. It will also need racking installed in the IT room to hold servers and switches. These items are not included in the general contract with Kue Contractors, but have been planned and budgeted for as a stand -alone item to be contracted directly by the City. The electrical contractor has installed all of the necessary conduit within the block walls of the building and we will be ready for the low voltage contractor to begin work during the second half of September. Staff has obtained price quotes from four companies that install low voltage wiring. The companies and quoted prices are as follows: All State Communications $12,552 Midway Technology Solutions $12,802 Master Technology Group $13,985 Life Safety Systems $15,425 Recommendation All State Communications has done work for the City in the past and we have been happy with their performance. Therefore, staff recommends hiring All State Communications to install the necessary low voltage wiring, as well as an IT racking and cable management system in the IT room of the new station, per the attached proposal for a cost not to exceed $12,552. Budget Impact The total project budget for the fire station (see Attachment B) includes $13,000 for this item. Therefore we are within budget hiring All State Communications. Relationship to Vision Construction of the new fire station relates to Goal 8: Positively manage the challenges and opportunities presented by growth, development and change. Requested Action If the Council concurs, it is asked to offer a motion to hire All State Communications to install low voltage wiring and an IT racking system in the new fire station at a cost not to exceed $12,600. All State Communications will install thirty -one (31) Category 6 voice cables and twenty -two (22) Category 6 data cables at thirty -two (32) locations (per drawings). The data cables shall be GenSPEEDO 6, 4pr. Category 6 Plenum. 2. At the station end, the Category 6 cables will be terminated on 8- position, Panduit Category 6, blue jacks (T568B). These jacks will be mounted in a Panduit plastic faceplate or surface mount box for the ceiling location. 4. Voice and Data cables will terminate in the Telecommunication Closet on two (2) 48 -port Panduit Category 5E patch panels mounted in the appropriate the IT Room (110). 5. All cables must be neatly supported in the ceiling from their own support, either a J -hook or an Arlington strap. 6. Category 6 printed test results and as -built documentation will be submitted to the City of Shakopee. 1. All State Communications will install five (5) RG6, quad shield, plenum cables from the IT Room (110) to the locations identified on the drawings. 2. At the station end, the RG6 cables will be terminated with an "F" style compression end and be mounted in a Panduit plastic faceplate with an "F" style barrel adapter. 1. All State will install ten (10) Bogen speakers with a 18/2 speaker wire, from the Dispatch Area to the locations identified in Carrie Duckett's email dated 2/17/11. 2. At the station end the speakers will be a Bogen Ceiling Speaker 8" with volume control. 3. The speaker system will be pulled in 2 separate zones, one for the VHF Radio System and one for the 800 MHz system. 4. The speakers are broken out as follows: Fitness Room — 2 speakers installed 1 speaker for the VHF Radio System 1 speaker for the 800 MHz System Day Room — 2 speakers installed 1 speaker for the VHF Radio System 1 speaker for the 800 MHz System Turnout Gear Room — 2 speakers installed 1 speaker for the VHF Radio System 1 speaker for the 800 MHz System Apparatus Bay — 4 speakers installed 2 speakers for the VHF Radio System 2 speakers for the 800 MHz System TELEC®MMUNICATI ®N CLOSETS BUILDOUT 1. All State will install a 19" X 84" 2 -post Telecommunications Rack in the IT Room (110). This rack will be equipped with two (2) Panduit 6" Vertical wire managers (PRV6), two (2) vertical wire management doors (PRD6), and three (3) 2U horizontal wire managers, one above and below each patch panel. 2. All State will also provide 12" ladder racking across the entire IT Room per the drawings. The ladder racking will include All State's 12" cable concealment system and have knockouts where needed to provide for station and patch cable routing. 2. The installation will meet all NEC fire installation standards along with state and local laws. 3. Change orders will only be accepted on a written basis or with verbal authorization from an City of Shakopee designated appointee. 4. We will work with the City of Shakopee in the final design, installation and service of your system. 5. All work to be performed during regular working hours. 6. Pricing does not include installation of vertical cores through concrete. 7. All Category 6 and fiber cables will be tested and certified with a HP Agilent or Fluke Tester, and printed results provided to the City of Shakopee. 8.
