SUBJECT: Capital Levy for 2012 Budget

INTRODUCTION:
During recent budget discussion, the City Council has considered the request by staff to
establish a Capital Levy specific to the Street Improvements. The Council has discussed the
benefits of placing this levy in the 2012 budget process, by certifying a specific levy to the
County, as a component of the 2012 preliminary levy process.
BACKGROUND:
The current structure of the specific information that is provided by the County on property tax
statements will only details the following items on the property tax statement (as determined
by the Department of Revenue)
• Voter approved referenda levy
• General levy
• Other specific levy options, as defined by Minnesota State Statute
Staff has recently contacted Scott County to confirm the status of the information that is
provided on the annual property tax statement, and they have confirmed that the tax
statement will include only breakout information for the City's general levy and the voter
approved levy (the fire referenda). They cannot break out any additional levy request on these
statements, as defined by the MN Department of Revenue. This would preclude the proposed
Capital Improvement Levy from appearing on the 2012 property tax statement.
RECOMMENDATION:
This limitation of the specific information that can be presented to the property owners will
mean that he Capital Levy will be blended into the main levy of the City. Therefore, if the
Council considers establishing a Capital Improvement Levy, it can bring the funds in from either
the General Levy (increasing the current levy), transferring the levy from the General fund fund
balance, or utilizing the funds of the Internal Service funds, as the review of these funds
continues.

RECOMMENDED ACTION:
Determine if a Capital Improvement Fund Levy will be added to the initial preliminary levy for
the September 6 2011 City council meeting.
