SUBJECT: Authorization to Hire One Community Service Officer -
Nathan Hook

INTRODUCTION:
The Police Department is requesting Council approval to hire Nathan Hook as a full -time,
probationary Community Service Officer (CSO).
BACKGROUND:
The Police Department's 2011 operating budget includes funding for 3 full -time Community
Service Officers. With the recent resignation of Thomas Sheveland, the Department currently
has just one full -time CSO remaining. Therefore the Department is seeking authorization to fill
one of the two vacancies. This still leaves the third CSO position open, which will allow for it to
be eliminated in favor of a new half -time Evidence Technician position, as has been discussed as
part of the 2012 budget process.
The current eligible register for the position of Community Service Officer lists the following
individuals as the top three candidates (in alphabetical order):
Rachel E. Burns
Nathan J. Hook
Philip Sendelbach
RECOMMENDATION:
Staff recommends that Nathan Hook be hired at Step E of Grade Level 2 of the City's 2011 Non -
Union Pay Plan ($16.14 per hour).
RELATIONSHIP TO GOALS:
This item relates to Goal E: Deliver effective and efficient public services by a staff of well-
' trained, caring and professional employees.
ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the hiring of Nathan Hook as a
probationary Community Service Officer at Step E of Grade Level 2 of the City's 2011 Non-
Union Pay Plan, subject to the satisfactory completion of pre - employment medical and
psychological examinations.
