Authorize Moving Excess Soils to Quarry Lake I CITY OF SHAKOPEE MEMORANDUM C. 7 TO: Mayor and City Council Mark McNeill, City Administrator FROM: Jamie Polley, Director of Parks, Recreation & Natural Resources SUBJECT: Authorization to Move Excess Soils to Quarry Lake and Survey Quarry Lake DATE: August 16, 2011 INTRODUCTION: The Council is asked to authorize funding to remove and transport excess dirt from the Greenfield East /Park Meadows park project to Quarry Lake and authorize the surveying of Quarry Lake. BACKGROUND AND DISCUSSION: The construction of the Greenfield East /Park Meadows Park began on June 20 th and is moving very quickly. The grading of the site has been completed and the amount of dirt that was removed from the graded areas exceeded the amount estimated. There is currently approximately 1000 CY of extra topsoil on the site. The City has three options for this dirt; to let the contractor take it, leave it on site, or transport it to Quarry Lake Park where additional topsoil is needed for any future development. Currently the excess dirt is piled on site to form a berm on the west side of the park. City staff has been taking excess topsoil to Quarry Lake during other City projects to assist in building the soil base at the park for future development. For staff to move the amount of dirt from the park project it would take four guys a full two weeks to complete. The dirt could be left on site and moved at a later date however once turf is established on the berm and the neighborhood is used to the berm in the park, moving the dirt could be costly and controversial. At the time that Quarry Lake Park is developed the City will need to purchase top soil unless we continue to take topsoil we currently get from our projects and transport them to the site. Staff is also recommending that the Council authorize an area survey to be completed of the park so that staff can begin to track the amount of dirt brought in to the amount of dirt needed for future development. BUDGET A quote of $8.50 /CY to transport the excess topsoil plus $3.90 /SY to strip and respread the topsoil has been received from the general contractor of the current park construction. The approximate total is $12,400. A quote in the amount of $1,760 has been received to have Quarry Lake surveyed. Following the completion of the 2011 projects the Park Reserve fund will have a balance of $1,000,835. Staff is recommending that the funding for the transportation of the dirt and the area survey utilize funds in the Park Reserve and the amount will be coded to the Quarry Lake Project.
