SUBJECT: CSAH 69 Utility Improvements Feasibility Report

INTRODUCTION:
Attached is Resolution No. 7112, a resolution receiving a report and calling for a hearing
on the CSAH 69 Utility Improvements Project, Project No. 2011 -6.
BACKGROUND:
On July 15, 2011, the City Council ordered the preparation of a preliminary engineering
report to analyze the extension of sanitary sewer and water service on CSAH 69, between
Apgar Street and Scott Street by Resolution No. 7109. This report has been completed
and is attached for Council review.
The purpose of the report is to evaluate the existing infrastructure (streets, utilities,
drainage) and make recommendations for any improvements that are needed. The report
also addresses the estimated costs for the improvements and the proposed assessments
that result from the project being constructed.
The attached resolution sets a date for the public hearing for this project for September
20, 2011. The approval of Resolution No. 7112 does not order the project nor does it
commit the Council to constructing any improvements. The intent of this resolution is to
accept the report and set the public hearing date. The public hearing will allow the
property owners adjacent to the project area and the general public the opportunity to
address the City Council on this project.
Staff will make a full presentation at the September 20, 2011 public hearing on the report
to the public and the City Council.
ALTERNATIVES:
1. Adopt Resolution No. 7112. This action will receive the report and set the date
for the public hearing for September 20, 2011.

2. Deny Resolution No. 7112. This action will halt the project until such time that
City Council reconsiders the resolution.
3. Move to receive the report but do not set a date for the public hearing at this time.
This action will place the project on hold until such time as the City Council sets a
date for the public hearing.
4. Table Resolution No. 7112 to allow time for staff to prepare additional
information and/or revise the report as directed by the City Council.
RECOMMENDATION:
Offer Resolution No. 7112, A Resolution Receiving a Report and Calling a Hearing for
the CSAH 69 Utility Improvements Project, Project No. 2011 -6 and move its adoption.

And Calling A Hearing For The
CSAH 69 Utility Improvements Project

WHEREAS, pursuant to Resolution No. 7109 of the City Council adopted July 5, 2011, a
report has been prepared by the City Engineer, with reference to the CSAH 69 Utility Improvements
Project, Project No. 2011 -6, and this report was received by the Council on August 16, 2011.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SHAKOPEE, MINNESOTA:
1. The Council will consider the CSAH 69 Utility Improvements Project and all
appurtenant work in accordance with the report and the assessment of abutting and benefited
property for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter
429 at an estimated total cost of the improvement for the CSAH 69 Utility Improvements of
$115,752.00.
2. A public hearing shall be held on such proposed improvements on the 20th day of
September, at 7:00 P.M. or thereafter, in the Council Chambers of City Hall, at 129 South Holmes
Street, Shakopee, Minnesota, and the Clerk shall give mailed and published notice of such hearing
and improvement as required by law.
3. The work of this project is hereby designated as part of the 2011 -6 Public Improvement
Project.
Adopted in session of the City Council of the City of Shakopee,
Minnesota, held this day of , 2011.

1. INTRODUCTION
On July 5, 2011, the City Council adopted Resolution No. 7109 which ordered the
preparation of a preliminary engineering report to analyze the extension of
sanitary sewer and water service on CSAH 69 between Scott Street and Apgar
Street.

This project is included in the proposed 2012 Capital Improvement Program.
2. SCOPE
This report will determine the feasibility and cost effectiveness of extending
municipal sewer and water service on CSAH 69 between Scott Street and Apgar
Street.
The report will provide a description of the proposed improvements, an itemized
cost estimate, a cost apportionment and a preliminary assessment roll.
3. BACKGROUND

In 2012, Scott County is planning on reconstructing CSAH 69. As part of the
improvements, the City is planning on replacing the sanitary sewer main and
services on CSAH 69 between Atwood Street and Scott Street. The City is also
planning on stubbing sanitary sewer south 60 feet on Atwood Street. These
improvements will be funded by the Sanitary Sewer Fund. Shakopee Public
Utilities is also looking at replacing the existing watermain and services on CSAH
69 between Atwood Street and Apgar Street. This report will analyze the
extension of municipal services to two properties on CSAH 69, between Scott
Street and Apgar Street, and one property on the southwest corner of CSAH 69
and Apgar Street that currently do not have municipal service.

4. PROPOSED IMPROVEMENTS TO BE ASSESSED
The proposed utility improvements are identified in Drawing No. 1 in the
Appendix.
The proposed sanitary sewer improvement consists of extending an 8 -inch sewer
main on CSAH 69, from Scott Street to Apgar Street, and south approximately 60
feet on Apgar Street. The proposed sanitary sewer improvements also include
extending 6 -inch sanitary sewer services to three unsewered properties in the area.

The proposed watermain improvements include extending water services to three
unwatered properties in the area and does not include water connection charges.
The total estimated o' t

$115,752.00.
5. SPECIAL ASSESSMENTS
The properties proposed to be assessed are identified in Drawing No. 1 in the
Appendix.
100% of the utility improvements are proposed to be assessed to the benefitting
properties on a per lot basis.
The estimated assessment rate for the proposed utility improvements is
$38,584.00 per lot.
Actual assessments will be based on the final project cost.
6. ESTIMATED COSTS AND FUNDING SOURCES
The total estimated project cost is $115,752.00 and will be 100% funded by
assessments.

7. CONCLUSION
i
From an engineering standpoint, the recommended improvements are feasible,
cost effective and necessary to extend municipal services to the project area.
