SUBJECT: Naming of County Road 21 in Shakopee

Comment:
Introduction:
The City Council is asked to adopt an ordinance naming the newly constructed section of Scott
County Road 21 from CSAH 42 to CSAH 18, as "Herrgott Memorial Drive ".
Background:
As of this writing, CR 21 is nearing completion. The specifications for the construction of the
new segment of CR 21 as originally designed, provided that the existing name designated for CR
21 in Prior Lake (Eagle Creek Avenue) would be extended northward through Shakopee.
However, it was later noted that that would create the intersection of "Eagle Creek Avenue ", and
"Eagle Creek Blvd. ", where CR 16 meets CR 21. That maybe confusing for emergency
responders, as well as members of the public.
After informally seeking suggestions for names for that new section of roadway, a
recommendation memorializing Edward James Hergott was submitted. PFC Herrgott was the
first Minnesota soldier who was killed in the Iraq conflict, which was while on duty in Baghdad
on July 3, 2003. His funeral and burial were in Shakopee.
Several Prior Lake and Shakopee veterans organizations support this designation. Action is being
requested of the Prior Lake City Council to name their section of CR 21 (north of CSAH 42, to
the Shakopee corporate boundaries, which is approximately 3/4 mile in length) as "Herrgott
Memorial Drive ".
Officially, it is the Scott County Board of Commissioners that will take the action to name the
highway, but we are advised that they will generally be agreeable to what the host cities
recommend.
For your information, below are the County Road segments in Shakopee, and the names that
have been assigned over the years:

• CR 17 /Marschall Rd. S.
• CR 79 /Spencer St. S.
• CR 77 /Fuller St. S.
• CR 15 /Marystown Rd.

• CR 101 /1st Ave. E.
• CR 16/17th Ave. E.
• CR 42/140th St. NW
• CR 14
• CR 72 E /1 60th St. NW
Budget Impact:
The CR 21 contractor will provide the existing sign blanks to the City, and the City's Public
Works sign shop can manufacture them with the new name. The contractor would then mount
the signs (a total of four signs) at no cost. Therefore, the only cost to the City would be the
approximately $800 of reflective materials needed to actually fabricate the signs. That can be
done within the existing budget.
Recommendation:
Whenever there is a request to memorialize an individual, policy making boards must be
cognizant of the precedent that may be set. It has been noted that there are forty -five names of
Shakopee soldiers who have previously made the ultimate sacrifice, which are listed on the
granite marker in Shakopee's Memorial Park.
Because PFC Herrgott was the first Minnesotan to lose his life in the Iraqi War, a distinction can
be made in this case. For that reason, I recommend that the currently unnamed section of CR 21
in Shakopee be designated "Herrgott Memorial Drive ".
Relationship to Visioning:
This supports Goal F— "Housekeeping ".
Action Required:
If the Council concurs, it should adopt Ordinance No. 849 approving the naming of Scott County
Road 21 as "Herrgott Memorial Drive" from CSAH 42 to CSAH 18, and move its adoption.

HEREBY ORDAIN:
Section 1: County State Aid Highway 42, from the City of Shakopee corporate boundary north to
County State Aid Highway 18 is hereby named " Hergott Memorial Drive ", in memory of Edward
James Hergott, of Shakopee, who was the first Minnesotan to be killed in combat actions in the Iraq
War, on July 3 2003;
Section 2: Effective Date. This ordinance becomes effective from and after its passage and
publication.
Adopted in regular session of the City Council of the City of Shakopee, Minnesota held this 3rd day
of August, 2011.
