CITY OF SHAKOPEE Memorandum TO: Mayor and City Council N SE NT Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrator % SUBJECT: Authorization to Promote Raoul Boudreau to IT Coordinator DATE: July 28, 2011 INTRODUCTION: The City Council is asked to authorize the promotion of Raoul Boudreau from the position of IT Specialist to that of IT Coordinator and subsequently authorize the appropriate staff to advertise and begin the hiring process for the position of IT Specialist. BACKGROUND: The City has a two - person IT staff — one IT Specialist and one IT Coordinator. Our IT Coordinator recently resigned, leaving that position vacant. Raoul Boudreau has held the IT Specialist position for the past five years, receiving positive performance evaluations and developing a thorough understanding of the City and its IT infrastructure. He is interested in moving up to the new challenges presented by the IT Coordinator position and was recently interviewed by a panel consisting of the City Administrator, the Community Development director and myself. As promotions are typically effective the first day of a pay period and Mr. Boudreau is currently carrying the full workload of the IT division, it is requested that his promotion be retro - actively effective to August 1, 2011 rather than waiting for the next pay period to start on August 15. RECOMMENDATION: Staff recommends that the City Council authorize the promotion of Raoul Boudreau to the position of IT Coordinator, effective August 1, 2011, with a starting salary of Step C of Grade 8 ($67,205) of the city pay plan and subject to a one -year probationary period. Due to the fact that Mr. Boudreau is currently a full -time employee of the City, no pre- employment screenings are required. VISIONING RELATIONSHIP This item relates to Goal E: Deliver effective and efficient public services by a staff of well - trained, caring and professional employees. ACTION REQUESTED If it concurs, the Council should offer a motion to promote Raoul Boudreau to the position of IT Coordinator, effective August 1, 2011, with a starting salary of Step C of Grade 8 ($67,205) of the city pay plan and subject to a one -year probationary period; and direct staff to advertise and begin the hiring process for the position of IT Specialist.
