SUBJECT: Purchase of Slope Mower for the Storm Drainage Division.
INTRODUCTION:
The Public Works Department identified a need in the 2011 Capital Equipment Budget to
replace unit #169, a 2005 Aebi TT75 slope mower that is designed to provide for safety
and efficiency when mowing the steep slopes of right -of -ways, ditches and retention
ponds. Typical Tractors are not designed to work on the steep slopes where wet
conditions create safety concerns for roll - overs. Staff budgeted $140,000.00 for this
replacement.
BACKGROUND:
The acreage that Public Works is responsible for maintaining has increased since 2005,
with additional storm water retention ponds and wetlands. Some of these ponds are
publicly owned with the majority being privately owned where the city has a drainage
easement for storm water and maintenance activities. In the privately owned ponds the
city is required to clean the structures and remove accumulated sediment. The property
owners are required to mow their property by city ordinance.
Public Works has been working with residents to remind them of their obligation to mow
these ponds and will continue to do so, but throughout the city there are hardships that
many residents endure. The largest concern is the steep grade of many of these ponds to
safely operate a mower on them. Other concerns are mowing near the water's edge,
which should be done once per year for volunteer tree control, as per the City's recently
adopted maintenance policy. Many residents also have a long distance to push the
mower around the block to mow the opposite slope of the pond.
Public Works purchased an Aebi TT 75 slope mower in 2005, the Terratrac has a low
profile design for steep slopes, flotation tires for working in soft ground conditions which
minimizes turf damage, and has front and rear three point hitches for ease in changing
equipment. This unit currently has 2,332 hours of use and has an extensive maintenance
history. Staff is recommending replacing this unit with a new model Aebi TT240 and
trading in the existing Aebi TT75 for the purchase price of $135,671.09. The TT240 is a
slightly larger unit with more horsepower and wider mowing width (89 ") for more
efficiency. The newer unit has also been re- engineered which should reduce maintenance
and downtime.
Staff will be utilizing State Bid pricing for this purchase:

1. Authorize staff to purchase one new Terratrac AEBI TT240 with attachments and
trade for the purchase price of $135,671.09.
2. Deny the request.

RECOMMENDATION:
Staff recommends alternative number one.
ACTION REQUESTED:
Move to authorize to purchase one new Terratrac AEBI TT240 from EDM, Inc. using
state bid pricing for the total cost of $135,671.09. The funds to be expended from the
Storm Drainage Fund.
