CR 101 Change Order for Paving of Main Street from CR 101 to Bluff Avenue and BLuff Avenue from Main Street to Market Street X CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: C.R. 101 Change Order for Paving of Main Street, from 1 Avenue to Bluff Avenue and Bluff Avenue, from Main Street to Market Street DATE: July 5, 2011 INTRODUCTION: Staff has obtained a cost estimate to reclaim and repave two blocks of street which are Main Street, from 1 Avenue to Bluff Avenue and Bluff Avenue, from Main Street to Market Street as directed by City Council and for City Council consideration to approve. BACKGROUND: Previously, City Council approved a change order to repave three blocks of street being Minnesota Street, Dakota Street and Prairie Street, from C.R. 101 to Bluff Avenue and in conjunction with the C.R. 101 Project. With the paving of the detour and repaving of Market Street due to storm sewer work, the only two blocks north of 1 Avenue between Main Street and Marschall Road that would not be repaved are the blocks mentioned above. Staff has worked with the contractor, N.W. Asphalt, Inc., and has obtained a cost estimate for these two blocks based on unit pricing for the reclaim and repaving work similar to the previous change order work and at an estimate of $34,710.00. Attached is an e -mail correspondence from Jeremy Gyland of N.W. Asphalt, Project Manager, in regard to the cost estimate. Staff would like to point out that Main Street was included in the 2010 Budget to be reconstructed primarily due to a very shallow sanitary sewer and combined services in this block and to reconstruct the watermain which is a 1940's cast iron, approximately 6 feet in depth and one watermain break in this midblock area. Attached to this memo is a previous 2010 Budget Worksheet for street reconstruction of Main Street, from 1 Avenue to Bluff Avenue. Reconstruction of Main Street did include reconstruction of the watermain and sanitary sewer as well as reconstruction of the street. This particular project was removed from the C.R. 101 Project in 2010 and moved to the overall improvements to the area north of 1 Avenue to 2015 in the 2011 Budget. The reason being so that any reconstruction work or rebuilding of the streets would be done in conjunction with all of the streets north of 1 Avenue. Since that time, many of the streets were programmed to receive a bituminous overlay with the C.R. 101 Project for their use of a detour route. Council also then approved a change order to repave Minnesota Street, Prairie Street and Dakota Street, north of 1St Avenue to Bluff Avenue as part of the C.R. 101 Project. The main issues for Main Street, north of C.R. 101, is that the sanitary sewer is very shallow and the services to the homes to the east do freeze up quite frequently in the winter time. It was proposed with the reconstruction of Main Street to reroute the sanitary sewer main to Bluff Avenue which has considerable more depth. Shakopee Public Utilities has commented that their watermain is of the age to be replaced and not at the depth they would desire and there are service line issues that should be corrected with a new water line. Also it would be better financially for SPUC to have the watermain replaced next year versus this year. It is staff's opinion that the utilities should be replaced in Main Street before repaving of the street. ALTERNATIVES: 1. Approve a motion authorizing the repaving of' Main Street, from C.R. 101 to Bluff Avenue and Bluff Avenue, from Main Street to Market Street at an estimated cost of $34,710.00 plus a 5% contingency with the C.R. 101 project. 2. Do not authorize the repaving of Main Street, from C.R. 101 to Bluff Avenue and Bluff Avenue, from Main Street to Market Street and move this project to a future reconstruction project. 3. Do not authorize the repaving of Main Street, from C.R. 101 to Bluff Avenue and Bluff Avenue, from Main Street to Market Street at this time and direct staff to obtain costs for replacing utilities and restoring street pavement from CR 101 contractor and bring back this item to a future council meeting. 4. Table for additional information. RECOMMENDATION: Staff would recommend Alternative No. 2 in order to replace deficient utility lines in this area and to meet the financial needs of SPU. If the Council wishes to place a new pavement surface as previously indicated on June 21, 2011 and recognizing that the sanitary sewer and watermain utilities would not be replaced, then Alternative No. 1 is in order. Staff would recommend the utilities be replaced before repaving of Main Street. ACTION REQUESTED: Approve a motion for either Alternative No. 1 or No. 2 per council direction. /A Lo .E.
