Extension Agreement with WSB & Associates for Upper Valley Drainage Ditch Wall Improvements by CSAH 17 5 7 Th f. • CITY OF SHAKOPEE y Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Extension Agreement with WSB & Associates, Inc. on Design Services for Upper Valley Drainage Ditch Wall Improvements by CSAH 17 DATE: July 5, 2011 INTRODUCTION: Attached is an extension agreement with WSB & Associates, Inc. for design services on the Upper Valley Drainage Ditch Wall Improvements by CSAH 17. BACKGROUND: Earlier this year, staff presented a design for slope stabilization/retaining wall improvements in the Upper Valley Drainage Ditch in Scenic Heights Park. Staff informed Council of other areas that needed improvements and one in particular by CSAH 17 (Marschall Road). Staff has received a proposal for design services to provide for retaining walls and stabilizing the slopes. This project would eliminate the eroded riprap in the area by box culverts for drainage and pedestrians. Cost for this work would be from the Storm Drainage Fund. ALTERNATIVES: 1. Authorize the appropriate City officials to execute an extension agreement with WSB & Associates, Inc. for the design of the Upper Valley Drainage Ditch Wall Improvements by CSAH 17. 2. Do not authorize the extension agreement with WSB & Associates, Inc. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No. 1, to authorize WSB & Associates, Inc. for the design of the wall improvements in the Upper Valley Drainage Ditch by CSAH 17. Holmes Street Shakopee, MN 55379 Re: Upper Valley Drainage Ditch Wall Improvements - CSAH 17 / Vierling Drive Location Survey and Engineering Design WSB Project No. 1811 -XX Dear Mr. Loney, Thank you for the opportunity to provide the City of Shakopee a professional services scope of work to plans and complete survey work for the above listed project. Project Scope / Understanding: The scope of the project is to design and prepare construction plans, specifications and quantities, bidding assistance and construction services to rehabilitate both entrance areas for the CSAH 17 underpass along each side of the Upper Valley Drainage Ditch. The proposed walls are located near the CSAH 17 / Vierling Drive intersection with existing slopes at 1:2 to 1:1 adjacent to a trail. The design of the walls is to eliminate erosion on the embankment, improve trail sight lines (90° bend on trail), reduce / eliminate rip -rap (that is thrown on the trail by juveniles), and improve aesthetics. The block walls would be the large block type with dimensions around 48 "x28 "x28" with holes cast in the top of the block for a metal railing insert. Metal railings or a chain link fence is included in our design, but may be installed by the City Public Works. The work may also include some modifications to the adjacent storm sewer to improve flow and reduce erosion within the ditch. No private utilities are anticipated to be in the area and no modifications to any other surface features are assumed to necessary aside from embankment construction and erosion control measures such as blanket and / or sod. We anticipate the improvements will involve modifications of the box culvert end treatments to tie the wall into the slopes more effectively. This may include removal of portions of the precast end sections to better tie the wall into the underpass and adjoining drainage pipes to transition slopes, thus reducing rip rap near the trail locations. Permits: We anticipate the following permits may be necessary to complete this project: • MPCA NPDES erosion permit (includes SWPPP preparation) • Scott County Excavating and /or Obstruction Permit WSB will prepare, submit, and acquire these permits on behalf of the Owner. It is assumed any permit fees will be paid for by the Owner. WSB has also included time for coordination with Scott County so any improvements associated with this project will not interfere with any future county improvements to CSAH 17. Design / Plans / Bidding 1 Construction: a. Site / wall design 32 hrs @ $112/ = $3,584 b. Structural review 4 hrs @ $134/hr = $536 c. Hydraulic design 6 hrs @ $105 /hr = $630 d. Coordination with Scott County 4 hrs @ $134/hr = $536 e. Plan preparation 24 hrs @ $105/hr = $2,520 f. Permits (County & NPDES) 3 hrs @ $105 /hr = $315 g. Bidding & documents 4 hrs @ $112/hr = $448 h. Shop drawing review / comments / revisions 2 hrs @ $134/hr = $268 i. Construction admin 2 hrs @ $112/hr = $224 j. Construction staking 8 hrs (a7 $140/hr = $1,120 Subtotal $10,181 Grand total $10,601 The estimated cost to complete this work is not to exceed $10,601. We will commence work on this project once we are authorized to proceed. The work will take three weeks to complete once we are given the approval to begin.
