Out of State Travel-Police Chief ConferenceS . • d CITY OF SHAKOPEE' Y Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Out of State Travel - Police Chief Conference DATE: June 21, 2011 Comment: Introduction: The Council is asked to approve out of state travel for conferences for two members of the police department. Background: In recognition of the difficult economic times, in the 2010 Budget the City Council adopted a policy that restricted out of state travel by employees for training or conference purposes unless the costs of the conferences paid substantially by other means, which typically involve grants. I have received a request from the Police Chief for a deviation from that policy. This year, the annual International Association of Police Chiefs (IACP) will be held in Chicago, Illinois from October 22 to 26, 2011. It is widely recognized as one of the best short-term training opportunities for Police command staff. Chief Tate has asked permission for himself, and one captain to attend this year's event. If approved, the two would travel by City car, and would share a hotel room. Budget Impact: The cost to the City for both to attend is estimated to be $2275. The Police Chief's attendance was provided for and budgeted in the FY2011 budget. The extra cost to have a captain attend (amounting to $600 of the estimate) is available in the Police Department's budget. Recommendation: Based on the excellent reputation of the IACP Conference, and that the city would have the ability for two members of the Department to attend within available budgeted training dollars, I recommend approval. Relationship to Visioning: This supports Goal E, "Deliver effective and efficient public services by a staff of well trained, caring, and professional employees." Action Required: If the Council concurs, it should, by motion, authorize Police Chief Jeff Tate and one police captain to attend the IACP Conference to be held in Chicago, Illinois, October 22- 26, 2011 Mark McNeill City Administrator MM:cn CITY OF SHAK DATE: May 31, 2011 TO: Mark McNeill FROM: Chief Tate SUBJECT: Request for Out of State Training (Tf A I am requesting to attend the 118 Annual International Association of Chiefs of Police (IACP) Conference in Chicago, Illinois. The dates for the 2011 conference are October 22 -26. As a new chief, I attended the IACP conference in the fall of 2009. To date, that conference continues to be the source of some of the most valuable training I've received. Training typically lasts well beyond eight hours per day. I feel that the IACP conference is extremely valuable both to my professional development as well as to the City. As a member of the IACP, my entire conference cost is $275.00, providing I register before August. I would take the least expensive transportation to Chicago, which is most likely a City vehicle. The Homewood Suites Hotel is the designated hotel for Minnesota Chief s. The conference rate is $195.00 per night and represents the largest expense for this conference. Many activities will take place at this hotel. Hotels are assigned to various states by a lottery. My intention is to leave the conference a day early to help limit this expense. This hotel also represents one of the cheapest to park a vehicle in at 42.00 per night. I am budgeting $175.00 to cover meals for the entire week. Many meals are provided to attendees during the day and evening. The total cost for this conference is approximately $1,675.00. This conference was budgeted for and funds currently exist to cover this expense. This expense would be lower than what it cost to send me to Denver in 2009. Many chiefs bring along additional staff to take part in the training. Having seen what the conference has to offer and the quality of not only nationally but worldwide speakers, I feel it would be of great benefit to the department if I could bring a Captain to the conference as well. The City would still have a captain to serve as acting chief, as well as seven sergeants. By adding a Captain, it would increase the cost by approximately $600.00. We would share a room and funds exist in the budget for this training. I appreciate your consideration, and please feel free to contact me with any questions.
