SUBJECT: Consider Wood Duck Trail Reconstruction

INTRODUCTION:
Staff is bringing back additional information from the May 17, 2011 meeting, in which
Council directed staff to see what projects could be removed and what the preliminary
costs and assessments might be.
BACKGROUND:
On May 17, 2011 staff did bring an item to Council on whether to reconstruct Wood
Duck Trail, from C.R. 17 to Maple Trail, or to do extensive patching and to eliminate the
reconstruction option at this time. Council provided staff direction to look at which
projects could be eliminated from the Capital Improvement Program (CIP) and what the
potential project costs and assessments could be.
Attached to the memo is a proposed CIP sheet for the Wood Duck Trail reconstruction.
Currently the project would have assessments of $130,000.00 and it is estimated that
approximately (15) lots could be assessed for this improvement project for a cost of
$8,666.00 per lot. In review of our current CIP, the projects that could be eliminated
could be streets in the Bluff Avenue area and streets in the Levee Drive area that were
included in the 2011 -2016 CIP. This would eliminate more tax levy than included in the
Wood Duck Trail reconstruction, however, the Wood Duck Trail reconstruction is
proposed for next year and these projects were scheduled for later years.
Staff also has evaluated what could be done to maintain the road at the lowest cost option
until the street is reconstructed. The No. 1 option that staff believes that would hold up
for a few years would be to strengthen the sub -grade in the areas where the pavement has
broken and utilize bituminous millings from the 2011 Bituminous Overlay Project. Staff
has utilized bituminous millings in other areas and they have held up well with minimum
dust and provide for an adequate structural base for vehicles to drive on.
Staff will present this option to the City Council as a maintenance strategy and also
would present the reconstruction project for Wood Duck Trail in 2012 by elimination of
the streets in the Bluff Avenue and the Levee Drive area. The streets in the Bluff Avenue
are mainly being resurfaced in conjunction with the C.R. 101 project as these streets are
being utilized for the detour on this project. Also at the June 7, 2011 Council meeting,
staff will be presenting the option of paving (3) additional blocks of street in the Bluff
Avenue area for Council consideration and approval. Another option for Wood Duck
Trail reconstruction is to consider all the CIP projects and financing summaries before
making a final decision.
ALTERNATIVES:
1. Approve a motion to include Wood Duck Trail, from C.R. 17 to Maple Trail in
the 2012 -2016 CIP.
2. Approve a motion directing staff to repair the pavement break -up areas as
presented in this memo.
3. Do not approve Wood Duck Trail street reconstruction in the 2012 -2016 CIP at
this time, but after the CIP has been presented.
4. Do not approve the bituminous milling patching method, but rather the full depth
patching method at a higher cost.
5. Table for additional information.
RECOMMENDATION:
Staff would recommend Alternative No. 2 and No. 3, to approve a motion directing staff
to repair the pavement break -up areas utilizing bituminous millings as the most cost
effective method and to decide on Wood Duck trail reconstruction until after the 2012-
2016 CIP has been presented.
ACTION REQUESTED:
1. Approve a motion directing staff to repair the pavement break -up areas as
presented in this memo.
2. Do not approve Wood Duck Trail street reconstruction in the 2012 -2016 CIP at
this time, but after the CIP has been presented.
