CR 101 Street Lighting Change Order a CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Consider Approval of C.R. 101 Street Lighting Change Order DATE: May 17, 2011 INTRODUCTION: Attached is a cost to add five (5) lights west of Fillmore Street along the C.R. 101 corridor. This agenda item is to consider approving a change order for this work to C.R. 101 Project. BACKGROUND: During the design phase of the C.R. 101 Improvement Project, staff has recommended replacing the nine existing "Corten" steel lights west of Fillmore Street to the signal at Sommerville Street. The attached replacement design would be for (5) lights similar to the lights from Fillmore Street to the Mill Pond Bridge. The original estimate for this work was $72,000.00 or $14,400.00 per light, thus it was recommended to delete this work . Any lighting system work west of Fillmore Street is 100% cost to the city and with Local funding. The bids received were much better than expected and staff has requested a cost estimate for this work. Reasons for reconsideration are as follows: 1. The existing lights are located in sidewalk areas with difficulty in maintaining the sidewalk area. 2. Several of the light poles are showing excessive deterioration. 3. Lighting system would be consistent from Sommerville Street to the Mill Pond Bridge. The cost estimate received from Northwest Asphalt, Inc. is $50,000.00 plus any rock excavation. Based on the reasons listed above and the fact that replacing the lighting system is $22,000.00 lower than estimated, staff would recommend approving this change order work. Staff would need one easement from Holiday Stores to locate a pole behind the 5 -foot sidewalk. Staff has discussed this with two managers and they have indicated this would be a benefit to their site and would recommend approval. Attached also is a recommendation from Ken Taillon of SEH stating that the proposal is very thorough and the new lighting system and pole style is a logical point of transition at the Sommerville Street signal. The budget impact of this change order would bring the tax levy project total to $180,000.00 as compared to previous estimates at $325,000.00. The favorable bid received has resulted in a much lower anticipated cost to the tax levy portion of the project which is scheduled to be bonded. ALTERNATIVES: 1. Approve a motion authorizing additional street lighting work west of Fillmore Street at a cost of $50,000.00. 2. Do not approve a motion approving additional street lighting work west of Fillmore Street. 3. Table for additional information. RECOMMENDATION: Staff would recommend Alternative No. 1 with funding to be from the C.R 101 Project. South. Scope of work is as follows. Furnish and install five lighting units from approximate Station 106 to approximate Station 111 on CSAH 101 per the attached drawings. Included are five - Type Special 1 (Alternate 2) pole & fixture, concrete foundations, wire and connections per the attached drawing. This proposal is based upon utilizing the existing conduit system, provided It is in a usable condition. To utilize the existing conduit scope includes intercepting conduit at existing lighting units, "splice-in" a conduit to make the existing conduit continuous, intercept existing conduit at new light unit locations and extend to new base. This will require the removal and replacement of existing concrete sidewalk, which we exclude from our proposal. This proposal does not Include any rock excavation for the installation of the concrete light bases, salvaging of existing lighting poles (contract unit price), removal of existing wire (contract unit price) and removal of existing concrete light base (by others). We will salvage the lighting fixture to the City Utility and dispose of the pole. Price to complete is $40,000.00 Lump Sum. Pricing does not include any markup that Northwest Asphalt may be entitled to. You will need to add for costs for the sidewalk and concrete base removal. The proposal is very thorough. I found nothing out of the ordinary in the pricing associated with their proposal. The work outlined in this proposal will install the same style of poles that are to be installed immediately east of their location. This installation will extend the new lighting system and pole style to a logical stopping point at the signalized intersection. This will provide a point of transition to a new style of pole that may be associated with future projects. Let me know if you have any questions. Thank you.
