SUBJECT: Authorize Extension Agreement for Design of a
Bluff Avenue Storm Sewer

INTRODUCTION:
Attached is an extension agreement from WSB & Associates, Inc. for designing of a
storm sewer system from Bluff Avenue to the Minnesota River flood plain for Council
consideration.
BACKGROUND:
With the C.R. 101 Project, Bluff Avenue will be getting a new bituminous pavement for
the local detour route. Portions of Bluff Avenue are currently gravel with no storm
sewer drainage system. Prairie Street to Dakota Street on Bluff Avenue is gravel and the
street grades are very flat.
The current drainage system is an overland system that goes down a ravine on property
owned by Jim Stocker. The City does not have an easement for this drainage and the
ravine is showing signs of erosion.
Staff is recommending a design and construction of a storm sewer system to preseve the
life of the new bituminous pavement and would correct the erosion of property. Funding
of this work would be out of the Storm Drainage Fund which has sufficient funds.
The extension agreement from WSB & Associates, Inc. is to survey and design a storm
sewer system and provide easement documents at a cost not to exceed of $9,750.00.
Staff has contacted Schulz Ornamental Iron and Jim Stocker about this potential project
and both property owners indicated their support.
Also, following previous Council direction, staff will be obtaining cost estimates to pave
Prairie Street, Dakota Street and Minnesota Street, from 1 St Avenue to Bluff Avenue. In
order to do the work with Northwest Asphalt, a change order can be entered into with the
C.R. 101 contract and this work could be done in September of the year. In review of
these streets, the existing pavement or bituminous millings would need to be reclaimed to
provide for a suitable surface to place bituminous pavement. Staff is proceeding on
obtaining a cost estimate for fixing these streets with reclaiming existing pavement and
millings. Current policy would suggest assessing bituminous pavement reclamation
projects. Staff is viewing this project like a bituminous overlay with preparation of the
base before placing the bituminous layers. If this is not the case, Council should provide
direction to staff on their desires.
ALTERNATIVES:
1. Authorize the appropriate City officials to execute the extension agreement with
WSB & Associates, Inc. for the design of a storm sewer system for Bluff Avenue
by Prairie Street and Dakota Street.
2. Do not approve the extension agreement.
3. Provide staff direction on obtaining estimates for bituminous pavement work on
Prairie Street, Dakota Street, Minnesota Street, from 1S Avenue to Bluff Avenue.
4. Table for additional information.
RECOMMENDATION:
Staff would recommend Alternative No. 1 and No. 3 to design a storm sewer system
for Bluff Avenue by Prairie Street and Dakota Street and provide direction on
obtaining cost estimates for paving Prairie Street, Dakota Street, Minnesota Street,
from lst Avenue to Bluff Avenue.

Hydraulic Report and Storm Sewer Design

Dear Mr. Loney,
Thank you for the opportunity to provide the City of Shakopee a professional services scope of
work to prepare a Hydraulic Report and Storm Sewer Design for the Bluff Avenue Improvement
Project. The Hydraulic Report will include recommendations for catch basin location, design
flows, draft storm sewer design, drainage area mapping, and a storm sewer plan. The limits of
the project area are Bluff Avenue right -of -way from east side of Dakota Avenue to the west side
of Prairie Street and from Bluff Avenue north.
The following tasks have been outlined for the Bluff Avenue Hydraulic Report and Storm Sewer
Design:
Task 1: Gather Background Information ................... ............................... ...........................$450
Background information related to the project will be obtained from various sources. These
sources include: City staff, City's water resources plan and library, GIS database, record
drawings, and other background information that may be made available as the project develops.
Information regarding property boundaries and existing easements that are dedicated over the
area will also be collected.
Task 2: Complete Review and Analysis of Background Information ..... ...........................$450
Background information collected will be reviewed and analyzed to develop the design for the
road drainage and storm sewer. The existing road drainage patterns will be evaluated to
determine the system flow capacity and discharge rates from the road right -of -way.

Task3: Complete Topographic Survey ..................... ............................... .........................$1,200
The topographic survey of Bluff Avenue from Dakota Avenue on the west to Naumkeag Street
on the east will be completed. The proposed storm sewer alignment between 831 Bluff Avenue
and 931 Bluff Avenue will be completed. The City will be responsible for obtaining the right of
entry on the properties to complete the survey. The data collected will be used to develop the
project plans.
Task 4: Develop Catch Basin Location Recommendations and Design . ...........................$750
Utilizing the information collected and the hydrologic analysis of stormwater flows, WSB &
Associates, Inc. (WSB) will prepare a catch basin location plan for areas west of Prairie Street to
east of Dakota Avenue. We will review the recommended locations and number of catch basins
with City staff.
T ask 5: Develop Storm Sewer Design ......................... ............................... ...........................$850
The storm sewer layout will be developed based on the catch basin spacing design and the
existing storm sewer systems and ditches serving the project area. The storm sewer layout and
design will be provided to the City. This task will include storm sewer construction plan
preparation, storm sewer tabulations, and storm sewer profiles. It is our understanding that the
City will prepare any construction plans, tabulations, and profiles involving any other utilities.
The storm sewer construction plans will not include any adjustments to watermain, sanitary
sewer, and residential services. It is anticipated that any plans to modify these utilities will be
completed by the City.
Task6: Easement Preparation ................................... ............................... .........................$2,150
The preparation of three easement descriptions and exhibits for the storm sewer will be prepared.
The negotiations with property owners to acquire the easements will be the responsibility of the
City. This additional service can be added to the proposed scope at the request of the City. The
filing of the easements with the county recorder will be the responsibility of the City.
Task 7: Soil Borings
The collection of two soil borings will be performed in the project corridor to determine the
bedrock elevations. The cost to perform the soil borings and develop the boring report will be
solicited from two firms prior to proceeding with this work. The cost to complete the borings is
not included in this scope.
Task8: Construction Plans and Specifications ......... ............................... .........................$3,060
WSB will prepare the construction plans for the Bluff Avenue Storm Sewer Improvements.
These improvements are anticipated to include new storm sewer on Bluff Avenue from Dakota
Avenue to Prairie Street and north along the property boundary between 831 and 931 Bluff
Avenue.

Task9: Construction Staking ...................................... ............................... ...........................$840
WSB will provide survey stakes necessary for the installation of the catch basins, manholes, and
storm sewer pipe. The staking of the Bluff Avenue road centerline or pavement section has not
been included in this task. These services can be added if necessary.
The estimated cost to complete this work is not to exceed $9,750. We will commence work on
this project once we are authorized to proceed. The work will take three weeks to complete once
we are given the approval to begin.
