CITY OF SHAKOPEE
MEMORANDUM U' ' i' FITT
TO: Mayor & City Council
Mark McNeill, City Administrator
Bruce Loney, Public Works Director
FROM: Michael Hullander, Public Works Superintendent
DATE: May 17, 2011
.SUBJECT: Sanitary Sewer Television Inspection
INTRODUCTION:
Public Works has received two quotes for the television inspection of 75,000 linear feet
of main line sewer.
BACKGROUND:
In 2005, City Council approved a formal policy for the inspection and maintenance of the
sanitary sewer system. Part of that policy requires the television inspection of sanitary
sewer mains every 10 years. Staff is requesting to televise approximately 75,000 linear
feet to meet the 10% requirement of the City's system. Television inspection allows staff
to identify any defects such as tree root growth, off -set joints, protruding taps, sags, and
cracks which could potentially cause a blockage or collapse in the system.
Staff has received two quotes and is requesting council authorization to approve and
accept the low quote from Pipe Services Corporation for the quoted price of $0.35 per
linear foot. The total cost for televising 75,000 feet is $26,250.00. Previous low quotes
are as follows: 2006 - $0.39/LF, 2007 - $0.375/LF, 2008 - $0.38/LF, 2009 - $0.33/LF,
2010 - $0.32/LF.
Vendor Cost per foot
Pipe Services $0.35/LF = $26,250.00
American Environmental $0.37/LF = $27,750.00
ALTERNATIVES:
1. Accept the low quote from Pipe Services Corporation for $0.35 per linear foot to
televise 75,000 linear feet of sanitary sewer mains.
2. Deny the request and do not accept the low quote.
3. Table for additional information.
RECOMMENDATION:
Staff recommends alternative No. 1.
ACTION REOUESTED:
Move to authorize staff to contract with Pipe Services Corporation for the television
inspection of 75,000 linear feet of sanitary sewer main at a cost of $0.35 per linear foot,
with funding to be expended from the Sanitary Sewer Fund.
