Citizen-Assisted Monitoring Program (CAMP) CITY OF SHAKOPEE MEMORANDUM CO To: Mayor and City Council Mark McNeill, City Administrator From: Jamie Polley, Director of Parks, Recreation & Natural Resources Meeting Date: May 17, 2011 Subject: Citizen - Assisted Monitoring Program (CAMP) INTRODUCTION: This agenda item seeks approval for the City to participate in the Metropolitan Council 2011 Citizen - Assisted Monitoring Program. BACKGROUND: The City has participated in this partnership with the Metropolitan Council since 2002 to complete lake water quality monitoring of Dean Lake and Lake O'Dowd. The Metropolitan Council and City staff has provided instruction and oversight to the volunteers. DISCUSSION: The Citizen Assisted Monitoring Program involves the use of citizen volunteers to collect in -lake samples from approximately 185 plus lakes in the Twin Cities Metropolitan Area. The volunteers will collect surface water samples to be analyzed for total phosphorous (TP), total Kjeldahl nitrogen (TKN), and chlorophyll -a (CLA). In addition, the volunteers will measure surface water temperature, water transparency, and fill out a lake sampling form to help describe the lake and weather conditions at the time of sampling. Lakes are scheduled to be visited bi- weekly for a period determined by the Metropolitan Council and weather conditions. Rachel Romansky has agreed to complete monitoring of Dean Lake for the 2011 season and Sandy, Andrew and Matt Boyce have agreed to complete monitoring of Lake O'Dowd for the 2011 season. This is Rachel's first year of volunteering for the CAMP programs and the Boyce family completed monitoring as part of the program in 2007, 2008, 2009 and 2010. The cost associated with participating in the program in 2011 is $1,100. The Metropolitan Council charges the City for the analysis of the samples collected by the volunteers. This City does receive a final report from the Metropolitan Council for all lakes monitored as part of the program. Please contact me if you would like to review the report. ACTION REQUESTED: If Council concurs, authorize the appropriate City Officials to enter into a contract to participate in the Metropolitan Council 2011 Citizen - Assisted Monitoring Program.
