No. 7220 1•c• ! • CITY OF SHAKOPEE C trt t 7'4. r ..; .„ To: Mayor and City Council Mark McNeill, City Administrator From: Officer Cortnie Anderson, Shakopee Police Department Meeting Date: August 8, 2012 Subject: Alcohol Compliance Checks Grant MEMORANDUM ACTION SOUGHT: In this memo, it is recommended that the City Council take the following action: Pass a resolution approving the grant agreement for 2012 -2013 alcohol compliance checks with Invitation Health Institute. INTRODUCTION; The Shakopee Police Department has received a grant to offset the cost associated with performing alcohol compliance checks. BACKGROUND Each year the police department conducts alcohol compliance checks for all establishments licensed to sell alcohol. An underage buyer is sent in to the establishment and makes an attempt to purchase alcohol under the supervision of a Shakopee Police Officer. The establishment is considered to have "passed" the check if no sale is made. The establishment is considered to have "failed" the check if the underage buyer is allowed to purchase alcohol. All "failed" checks are sent to the Scott County Attorney's Office for prosecution. The Invitation Health Institute is requiring two rounds of independent alcohol compliance checks at licensed liquor establishments within Shakopee. The first round of checks is to be completed between the dates of July 1, 2012, and December 12, 2012. The second round of checks is to be completed between the dates of January 1, 2013, and May 15, 2013. The Invitation Health Institute is requiring pre and post media. BUDGET IMPACT The Invitation Health Institute will compensate the City of Shakopee $30.00 per completed compliance check for each establishment licensed to sell alcohol. The total compensation is not to exceed $2880.00. RECOMMENDATION: I recommend approving the requested actions. RELATIONSHIP TO VISIONING: This supports Goal A (Provide a high quality of life by promoting a safe and healthy community) and Goal D (Maintain a great place for kids to grow up) ACTION REQUIRED: If the Council concurs, it should, by motion, offer Resolution No. 7220, A Resolution approving the grant agreement for 2012 -2013 alcohol compliance checks with Invitation Health Institute not to exceed $2880, and move its adoption. RESOLUTION No. 7220 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA AUTHORIZING EXECUTION OF UNDERAGE COMPLIANCE CHECK GRANT WITH INVITATION HEALTH INSTITUTE WHEREAS, The Shakopee Police Department has plans to conduct alcohol compliance checks throughout the city; and, WHEREAS, such a project will focus on apprehending those adults who provide alcohol to minors; and, WHEREAS, the Police Department is seeking funding from Invitation Health Institute to conduct two rounds of compliance checks between July 1, 2012 and May 15, 2013. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that appropriate City staff are hereby authorized to accept the Alcohol Compliance Grant from Invitation Health Institute not to exceed $2,880. BE IT FURTHER RESOLVED, that appropriate City staff are hereby authorized to execute such agreements as are necessary to execute the grant on behalf of the Shakopee Police Department.
