Action Regarding Riverside Fields/Riverside Bluffs Park SchematicCITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council, City Administrator, Mark McNeill From: Jamie Polley, Parks, Recreation & Natural Resources Director Meeting Date: May 3, 2011 Subject: Riverside Fields /Riverside Bluffs Park Schematic Design INTRODUCTION The Parks and Recreation Advisory Board is recommending approval of the concept plan A2 as the final schematic design for Riverside Fields /Riverside Bluffs Park. This project is being brought to the City Council for approval of the schematic design and seeks direction to staff to complete Phase I in 2011 and prepare for construction of Phase II in 2012. BACKGROUND In 2007 the developer of the Riverside Bluffs development worked with the City and the developer of the Riverside Fields development to dedicate a larger piece of property to the City to satisfy their park dedication requirements. The City was also working with the developer to the west of the proposed park property to dedicate land adjacent to the park as part of their park dedication making the park an 8 -10 acre park. The development to the west has not taken place at this time so the City currently does not own the westerly parcel of the proposed park. This easterly parcel has been waiting to be developed until additional park dedication funding was available. The City specifically required the park dedication parcels to be located adjacent to each other for the purposes of planning a larger park with active uses. Residents within the Riverside Fields development have been waiting for a park since 2003. It has been the plans of the City to develop the Riverside Fields /Riverside Bluffs Park into a larger active use neighborhood park that would include a playground, ball fields, soccer fields, a lighted hockey rink, warming house /bathroom facility and off street parking. A concept plan that has been made available on the City website since 2007 is Attachment A. It is the intention of the City to install a playground in this park in 2011 and develop the City owned parcel upon Council direction. The funds for the park development are within the Park Reserve CIP. DISCUSSION Design Process The initial designs were developed by staff and Bonestroo based on facility usage, growth and long term visioning. Staff then sought neighborhood feedback to help refine the plans. Over 300 flyers were sent out for the neighborhood meeting, which was held on March 8, 2011, and approximately 40 people attended. Staff gave a presentation discussing the park design process and presented a schematic design, Concept A, (Attachment B). This concept placed the majority of the amenities on the currently City owned parcel. This would allow the neighborhood to get their amenities sooner rather than later and leaves room for negotiation with the future developer to the west for how much cash and land the City would require as their park dedication requirement. ta.8, Due to an issue with the mailing information many of the newer residents around the park did not receive a notice to the first meeting and were very unhappy about the location of the hockey rink in the original Concept A. A second neighborhood meeting was then held on March 16, 2011 in which approximately 35 people attended. Staff presented the park design process and a revised Concept A, (Attachment C). The revised plan moved the hockey rink and shelter to the western parcel. Over the years there has also been a very outspoken request for tennis courts. According to the Comprehensive Plan the City of Shakopee does not need additional tennis courts and we therefore would typically not recommend the addition of any courts, however, the City will be eliminating one or two courts at Lions Park in 2011 to meet ADA guidelines. The elimination of these courts then allows us to add additional courts. Also, the City does not currently have tennis courts or a hockey rink east of Independence Drive. Concept Designs Presented to the PRAB Taking into consideration the feedback received from the neighborhood (Comment Summary is Attachment D) and the needs of City growth, a revised schematic design Concept Al w/ realigned channel and Concept A2 with existing channel is Attachment E & F, was presented to the PRAB on March 28, 2011. The preferred plan by staff was originally Concept Al however the City is concerned that the realignment of the channel in the future might pose a problem and therefore we need to design the park with the current conditions in mind. The designs presented to the PRAB included two soccer fields due to the elimination of the soccer field in the Greenfield East/Park Meadows plan presented to the PRAB also on March 28, 2011. The PRAB received public comments on the park for 1+ hour on the 28 Following the public comments the PRAB began discussing their thoughts and reflections on what they had heard throughout the evening. Due to the length of the meeting the PRAB scheduled a follow -up meeting for April 11, 2011. The PRAB directed staff to bring back a plan that moved the hockey rink and shelter back to the eastern side so that it would be built, as requested by many neighbors, sooner rather than with the future parcel. The PRAB also requested that the basketball court be placed in the hockey rink as a cost reduction. Staff presented a revised Concept Al (w/ realigned channel) and a revised Concept A2 (existing channel), Attachments G & H, to the PRAB on April 11 The concept plans moved the hockey rink, picnic shelter /warming house facility and free skate areas onto the current City owned parcel and placed the basketball court within the hockey rink. Because of the initial feedback from the residents regarding the location of the hockey rink, the rink was placed as far west as possible. Because of this location a soccer field had to be eliminated. The revised plans show one full size soccer field on the future western parcel. Parks and Recreation Advisory Board Recommendation After discussing all the comments regarding the design, the Advisory Board recommended approving Concept A2 as the Final Schematic Design with two design change recommendations: • Label the fields on the western future parcel as "Athletic Use" so that the City has the ability to determine what amenities if any are to be placed on this parcel. Taking cash or land from the developer will depend upon the needs of the City at the time the parcel is obtained by the City. • Increase the western parking lot from 20 -40 stalls if athletic use facilities are constructed. The PRAB's recommendation of Concept A2 with the recommended changes above is Attachment 1. Park Restroom /Support Building The cost of construction of the restroom /warming facility is not included in the current park budget. When funding becomes available it is anticipated that the City's parks department will construct the building. The building will be similar to the building planned for Greenfield East/Park Meadows Park. The estimated cost for a restroom /warming building is $120,000.00. The shelter will include an enclosed area that will be utilized for programming and serve as the warming house in the winter. Restrooms and an open air area will also be included. It is anticipated that this shelter could be rented out for special events and picnic reservations when not in use by City programs. Playground Designs City staff will be overseeing the playground design and installation separate from the park construction. The playground currently has a budget of $75,000. The playground will be designed based on the feedback received from the park comments sheets that were available at the neighborhood meeting and on the City website. Project Timeline & Budget The total CIP budget for this park is currently $575,000. The City Council has authorized the use of $100,000 from this park budget (originally $675,000) towards the City's 50% grant match if the grant to build the picnic /warming facility at Greenfield East/Park Meadows Park is awarded. If the grant is awarded it is anticipated that the majority of the City's 50% grant match would be met through in -kind services and the funding would not be required. The park will be constructed in phases. Phase I will include the playground in 2011. Phase II will include the amenities on the current city owned parcel and will be constructed upon Council approval. Phase III will be constructed at the time the development to the west is platted if the City determines that there is still a need for additional park space. What are your thoughts on the park layout? • Please add tennis courts — no courts this side of town. • Looks good, need pleasure skating and hockey rink • Build it all, let the kids play. More trails to connect neighborhoods. • Like it, but concerned with lighting for neighbors adjacent to park. • Live at corner, do not want lights, noise or traffic right by our house. • Utilize hockey for basketball • More tennis courts in Phase 1. Already too many basketball courts in town. Should include at least 2 lighted courts with room for future expansion. Move hockey to phase 3. • Trail connection to Red Oak. • General layout great. Move playground and all courts closer to parking. • Light the tennis courts • Need to add access to park from other areas (Southbridge) • It's pretty good • Looks good • Great layout as is. Hockey rink is a city need now, so don't move to phase 3. Add pleasure rink. Keep soccer away from water or it could lead to issues. • Why the need to add all amenities to such a small area. There are hug fields for sale by Eagle Creek Elementary. Traffic is very bad on Foothill. With addition of these sport areas, traffic will only increase. Reconsider plans. We do not want to listen to hockey stills and cars zooming by all winter long and potential fights on the basketball court all summer long. This will decrease the value of our property. • Soccer, hockey and parking lot will encourage those from other communities to use the park instead of the neighborhood. This is a residential area. Basketball court should only be 1/2 court to discourage other than `pick up' games. As a neighborhood park, there is no need for any lights within park or parking lot. Not opposed to extra tennis courts or large flat area for soccer, just not regulation size. • Park is much larger than anticipated. • Don't compromise a basketball court for additional tennis courts. I would like to see a larger ball field with 275- 300'outfield and a fence in the outfield. A sand volleyball court would also be nice. • Am very excited. Love the playground equipment and the location. Thought the park land close to Foothill would contain a softball field. I do hope the park layout is re- thought out so that the hockey or lighted areas are further away from homes — even if it means waiting until other parcel is available. • Add bike racks to keep it organized. I love that a hockey rink will be installed. • This is not a sports complex. All this in the middle of a highly residential area — house just 20 -30 yards away. • This plan would put everyone's kids in jeopardy of getting hurt or worse. I can't imagine all the extra traffic coming through everyday. • Why can't all this be built up by Eagle Creek Elementary. PARK DESIGN 2" MEETING • Original plan was much better. • Like to see no lit areas. Proposed parking spots are too much. • We would love to have a park facility in our community and it is most awaiting thing from the past 5 years. • Happy with new revised plan. Still concerned with traffic on Foothill • Prefer first option. Don't wait for hockey, etc. • Too many amenities, we prefer green space to buildings and trees • Previous plan much better — too many amenities moved to Phase 3 — who knows when or even if that will happen. • The park layout should be a central heating house surrounded by playgrounds. • Too busy — do not need hockey and soccer field • 2n meeting was much better layout • Scale it back • Overall good. Make sure to have basketball and hockey —not just tennis • Hitting wall like at Lions Park.
