No. 7095CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Jamie Polley, Parks, Recreation and Natural Resources Director Meeting Date: May 3, 2011 Subject: Approving Plans and Specifications for Greenfield East/Park Meadows Park and Authorization to Advertise for Bidding, Resolution No. 7095. INTRODUCTION The City Council is asked to offer Resolution No. 7095, A Resolution of the City of Shakopee Approving Plans and Specifications for Greenfield East/Park Meadows Park and Authorize to Advertise for Bidding. FINAL SCHEMATIC DESIGN On March 19, 2011 the City Council approved the final schematic design for the Greenfield East/Park Meadows Park (Attachment A) and directed staff to prepare the plans and specifications for the park development. The final schematic design approved by the City Council included one baseball field, one soccer field, playground, hockey rink, pleasure skating area, sand volleyball, horseshoes and picnic shelter /warming house. In addition the City Council directed the design to include a separate half court basketball court and smaller open air shelter. The City has hired Bonestroo to complete the final schematic design and develop the plans and specifications to bid the construction of the park. Bonestroo has contacted the City and SPUC in developing the plans and specifications to ensure that the required permits are identified and that all fees are included and amenities are in the acceptable locations. Upon Council approval, the plans and specifications will be made available to bidders on May 10, 2011. The playground construction is not part of the construction bid and staff is working with a few consultants to design possible playground plans. The plans will be presented to the neighborhood for input on amenities and size. Budget The current CIP allocation for this project is $675,000.00. The main components of this budget include: play equipment, earthwork, trails, hockey /basketball, parking paving, utility connections to the building pad, and improvements for one 275' youth baseball field and one soccer field. Site furniture includes benches, pedestrian lighting and grills. Other amenities include hockey boards and lighting, basketball court, volleyball court and horseshoe pits. Staff time (Engineering /Public Works will be in charge of the Construction Administration) contingency, and Trunk Water Charges (estimated) are all included in the estimate as part of the 10% project contingency. PARK CIP $675,000 PLAYGROUND L.S. $85,000 DESIGN & CONSTRUCTION DOCUM. $34,940 AMENDED CIP $555,060 CONTINGENCY 10.0% $49,186 CONSTRUCTION BUDGET $505,874.00 The CIP total does not include the $120,000 in costs for building construction for the restroom /warming building. The current proposed project does not include the construction of the park building but utility stubbing is included in the budget. From that amended total, and 10% contingency produces a $505,874 construction bid total. This is the number that bids must be within to stay in budget. The estimate construction budget total is $491,862 which includes an unpaved hockey rink with no basketball court and a 30 stall parking lot. The total does not include the sand volleyball court, horseshoe pits or the cost of the additional small shelter. This estimate is $14,012 under budget. The additional items not included in the construction budget estimate to keep the park within budget can be included in the bid as add alternates. The add alternates, which were discussed as deduct alternates during the PRAB and Council approvals process include: • A) paving the hockey rink +$65,520. • B) increasing the size of the parking lot to 60 stalls, +$44,000 • C) add sand volleyball and horseshoe pits +$10,500. If add alternate A above is chosen and the basketball court is desired within the hockey rink the additional cost would be $4,400. To add the separate basketball court and small shelter, the estimated total should be increased by $69,454 ($48,000 for the shelter and $15,140 for separate basketball court plus 10% contingency). Additional items may be bid as add alternates in order to get a pricing on the item such as concrete pavement for the sidewalk by the parking lot and the hockey rink surface versus bituminous. It is the recommendation of the consultant to bid the above alternates as deduct alternates versus add alternates to obtain more favorable bids due to higher quantities. Overall Park Reserve Budget This project will serve two primary developments which were platted in 2002 and 2004, so these residents have been "waiting" for several years. The only other park within safe walking distance is the smaller neighborhood park on Independence, Cloverleaf Park. Thel7th Avenue Sports Complex and Sun Path Elementary School are also within walking distance. In addition, we have set the proposed completion date at October, 2011. The site grading, concrete work and seeding can be completed this year. Since it still appears to be a favorable bidding climate, we may get good pricing from a contractor who sees this project as one which can carry them through the late fall. Turf establishment is estimated to take a full year so the turf areas of the park will not be usable until the spring of 2013. Amenities such as the playground, hockey rink, pleasure rink, volleyball, basketball and horseshoes will be usable in the spring of 2012. The additional park CIP projects planned for 2011 include the installation of the playground at Riverside Fields /Riverside Bluffs Park and the continuation of our park signage installation. The park CIP project planned for 2012 is to complete the second phase of the Riverside Fields /Riverside Bluffs Park. Timeline The proposed timeline for this park is to have advertisements run in the Shakopee Valley News on May 5 and 12 and in the Construction Bulletin on the 9 and 16 The Bid Opening is scheduled for June 1, 2011 and Award of Contract will be presented at the June 7 City Council meeting. REQUESTED ACTION 1. Move to authorize the bid opening on June 1, 2011 at 2 p.m. RESOLUTION NO. 7095 A Resolution Approving Plans and Specifications and Ordering Advertisement For Bids For Greenfield East/Park Meadows Park Construction Project No. PR201:1 -1 WHEREAS, The City of Shakopee has hired Bonestroo to prepare plans and specifications for improvements for the Greenfield East/Park Meadows Park Construction, and any appurtenant work, and has presented such plans and specifications to the Council for approval. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. Such plans and specifications, a copy of which is on file and of record in the Office of the City Engineer, are hereby approved. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications.
