Overhead Power Relocation on CSAH 17 and CSAH 42 Interchange ProjectTO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Overhead Power Relocation on CSAH 17 & CSAH 42 Interchange Project DATE: May 3, 2011 INTRODUCTION: BACKGROUND: CITY OF SHAKOPEE Memorandum 5, Pr. ti-4 c !SENT This agenda item is to consider relocation of existing overhead or undergrounding of the existing power lines on County State Aid Highway (CSAH) 17 & CSAH 42 on the interchange project. On April 15, 2011, the City Council approved a Cooperative Agreement with Scott County for the CSAH 17 & CSAH 42 interchange. Associated with this project is the relocation of existing overhead power lines. Council has the right to require the existing power lines go underground or be relocated overhead. Attached to this memo is a memo from Joe Adams of Shakopee Public Utilities Commission (SPUC) in regard to the relocation of this facility that is going to the May 2, 2011 SPUC meeting. Mr. Adams outlines the cost alternatives for relocating overhead or undergrounding power lines or a combination of both. In review of the project area, the cost of undergrounding power lines is slightly more than overhead due to the curves of the roadway alignment. Staff has met with County staff and SPUC staff to review the alternatives. The conclusion from all parties involved, is to underground the power lines on the north half of the project and across C.R. 42 to a point that serves an existing house on the east side of C.R. 17. The rest of the existing line could be relocated overhead to the south project limit. The underground and overhead combination is shown in the attached SPU memo labeled "OH/UG RELOCATION ". Staff would note that in the future CSAH 17 will be widened from St. Francis Avenue to Blue Heron Trail. CSAH 17 is being designated as a principal arterial and proposed to be a 4 -lane divided highway. The Council will be able to consider the relocation of power lines to underground or not with those future projects. For this project, staff would be recommending undergrounding existing power lines from the north project limit to across C.R. 42 to approximately 700 feet south and then allow overhead lines to the south project limit ALTERNATIVES: 1. Approve a motion determining that the existing overhead power lines on CSAH 17 & CSAH 42 to be relocated shall be placed underground, from Blue Heron Trail to approximately 700 feet south of C.R. 42, and then remain overhead to south project limits and as shown on SPU drawing labeled "OH/UG REOCATION ". 2. Approve a motion determining that the existing overhead power lines on CSAH 17 & CSAH 42 shall remain overhead. 3. Approve a motion determining that the existing overhead power lines on CSAH 17 & CSAH 42 to be relocated shall be placed underground. 4. Table for additional information. RECOMMENDATION: Staff would recommend Alternative No. 1. Adams, Planning & Engineering Director SUBJECT: CR 17 &42 Interchange Improvement Project and Overhead Line. Relocation DATE: April 28, 2011 ISSUE Scott County, with assistance from federal funding, the SMSC and the City of Shakopee, is planning to construct improvements to the CR 17 &42 intersection, creating an interchange, during 2011. The improvements will consist of a unique interchange design for Scott County to improve traffic safety. The improvements also include roadway lighting within the right of way. These improvements will require the relocation of utility lines; including the SPU overhead three- phase distribution mainline feeder extending throughout the project from the north end, which is just south of Wood. Duck Trail, to the south end, which is just south of Marcia Lane, for a distance of approximately one mile. BACKGROUND Shakopee Utilities' existing overhead three phase power lines along CR 17 currently extend from as far north as Eagle Creek Boulevard /Gorman Street to CR 72 on the south end of our service territory: The overhead main line feeder through the project area provides bulk distribution to the rural residential properties to either side of CR 17 and also serves as a critical circuit tie as it extends east along CR 42. The circuit is a radial feed to areas south of CR 42. Scott County's Transportation Improvement Plan includes a project to widen CR 17 to four lanes. from St. Francis Avenue to south of CR 42. The CR 17 &42 interchange is the first phase of improvements planned to be constructed in this corridor. Scott County staff has told us that the funding for the section north of CR 78 has been secured, but the remaining funding has not and they do not know if and when the section south of CR 78 will be able to be constructed. Per the terms of the City of Shakopee's Right of Way Management Ordinance, the Council may order the line to be relocated underground pending notification of the cost difference between relocating the line overhead. DISCUSSION Staff has reviewed the preliminary construction plans for the right of way improvements and has determined that the estimated cost of placing the three -phase main line feeder and single -phase lateral lines on the project underground to be approximately $165,000. In comparison, the estimated cost to relocate the existing facilities and keep them overhead throughout the project area is approximately $120,000. In either case, we would also incur an additional cost to remove the existing overhead facilities at an estimated amount of $15,000. The funding source for the relocation of the facilities would be from electric revenues via standard rates for the first $135,000 and via the Relocation Underground Charge fund for any excess due to placing the facilities underground if so ordered by the Council. This is in accordance with the Commission's relocation policy adopted in Resolution #742 Resolution Establishing a Relocation Underground Charge dated November 3, 2003. Some of the complications with this project that occur involve timing and the lack of availability of enough underground cable to place the feeder underground throughout the project. We do not have enough cable in stock and the estimated cost to purchase the required amount of cable would exceed $1 00,000. Thus, the cable purchase would require undergoing a formal bid process where we estimate the earliest we would have the cable delivered would be mid- to late July. Scott County plans to have a contract awarded before then and the overhead lines will need to be adjusted or removed sooner to allow for the construction to begin. Another complication involves the curvature of the roadway north of and through the actual interchange. This curvature makes for a difficult overhead design and more involved than normal overhead construction that requires a guy wire and anchor on nearly every pole. When future planned roadway and trail improvements are constructed, the poles and guy wires would undoubtedly interfere with the trail and that section of the feeder would most likely have to be relocated underground at that time if not now. The area south of CR 42 is "cleaner" in the sense it is straight and Scott County advises that the right of way area they have acquired in this area is sufficient for the future roadway and trail construction without the need to relocate our facilities a second time. Additionally, the east side of the right of way is clear of obstacles now and will not be disturbed during construction of the current project. We have the material in stock to construct this section of the line overhead and could begin work as soon as we are issued a permit Due to these circumstances, it may make the most sense for the section of the feeder along CR 17 north the interchange with CR 42 to be relocated underground and the section south of CR 42 to be relocated overhead. We estimate the cost of that combination of underground and overhead construction to be approximately $155,000. RECOMMENDATION Staff recommends the Commission accept the estimated costs and direct staff to forward them to the Council to aid the Council in making their determination under the City's Right of Way Management Ordinance whether or not to order the facilities, or a portion there of, to be relocated underground.
