Michael Leek, Community Development Director SUBJECT: Request of Kevin and Stacy Siegle for FILP funding for construction of an awning /signage for Riverfront Printing, located at 128 Holmes Street South. MEETING DATE: April 19, 2011 INTRODUCTION: The City received the attached application for a loan under the Downtown and First Avenue Corridor Facade Improvement Loan Program (FILP). Riverfront Printing is a business that has occupied this property for several years. The property owners are proposing the installation of an awning that will include signage. The EDA is asked to direct staff whether to prepare a loan agreement for up to 50% of the facade improvement costs. The proposed improvement for this property is $1,700.00. In this case, 50% of the cost would equal $850.00. DESIGN REVIEW COMMITTEE RECOMMENDATION: On Thursday, April 7, 2011, the Chairperson of the Historic Preservation Advisory Committee, Rick Vaillancourt, the Chairperson of the Economic Development Advisory Committee (EDAC), Ben Ohlander, and EDAC Commission member Paul Youngs met with Community Development staff to review the FILP application. After discussion, the committee did recommend granting the requested loan for the awning/signage, equaling an amount of $850.00, as they felt this improvement was consistent with the program guidelines as the site improvement will improve the appearance and/or the function of the property, and the improvement will better reflect the historic character of the neighborhood. Long -Term Building Maintenance Plan The Facade Improvement Loan Program (FILP) is not intended to fund routine maintenance of a building's facade(s). The applicant is to provide with this application a plan that provides the following information; • The life -cycle of materials and improvements funded by the FILP; • Routine maintenance schedule and procedures for materials and improvements funded under the FILP; • Anticipated source of funding for ongoing required maintenance. Loan Disbursement Awarded loan funds will be dispersed to the applicant upon submittal of receipts or invoices for supplies purchased and work completed. V. Certification City staff or an authorized representative shall have the right to inspect the property to be improved at any time from the date of application upon giving due notice to the owner and to occupants. I/We certify that all statements on this application are true and correct to the best of my /our knowledge. I/We understand that any intentional misstatements will be grounds for disqualification. I/We authorize program representatives the right to access the property to be improved for the purpose of the deferred loan program and to take photographs of the structure before and after rehabilitation.
