SUBJECT: Shakopee Downtown Partnership Classic Car Cruise - -2011

Comment:
Introduction:
The Council is asked to authorize street closures and use of sidewalks to facilitate the
"Classic Car Cruise" (displays of hot rods and custom cars) on specific Friday nights
during the summer in the downtown area.
Background:
For the past five years, Bryan Turtle and his associates have received permission from the
City to block off portions of downtown streets to allow for the parking and display of
custom cars and hot rods. The number of vehicles displayed has increased each year.
The "blocked off' streets would remain the same as in the two previous years -- Lewis
from First Avenue to Third, and First Avenue from Sommerville to Holmes.
Accommodations will again be made for the Sports Stop, who has indicated concerns
about access in the past, due to the fact that that business is open until 7pm. The adjacent
Mexican restaurant has been made aware of the planned events.
Assistance would be provided by one off duty police officer, the costs of which would be
paid for by the organizers. The organizers would also reimburse for the cost of portable
toilets.
The event is proposed to occur on alternating Friday nights from June 3 through
September 23 This is one month longer than last year's event, which ended at the end
of August. The Cruise runs from approximately 6pm until l Opm. The Police and
volunteer parking monitors would help to direct traffic.
This is proposed dates are:
June 3 and 17th
July 1 rd, 15 and 29
August 12 and 26
September 9 and 23
If additional clean up is needed from City crews on any of the following Saturday
mornings, the organizers would be billed for that. This has not been necessary over the
past years.
All other on- street and the parking lot spaces would be available for patrons, viewers, and
overflow of the display cars, should those be necessary. There will be a small number of
spaces in the public parking lot across from Bill's Toggery reserved for residents of
downtown apartments who request reserved parking permits.
The action requested is to authorize the closure of First Avenue from Sommerville to
Holmes, and Lewis Street from First Avenue to the North line of Third Avenue.
Budget Impact:
So that the event is "revenue neutral" for the City, the costs that the City incurs will be
reimbursed from the organizers. Typical expenses as listed include police overtime,
Public Works clean up (if necessary), and portable toilets. The Shakopee Downtown
Partnership will list the City of Shakopee as an "additional insured" for the purposes of
liability insurance.
Relationship to Visioning:
This supports Goal A "Keep Shakopee a safe and healthy community, where residents
can pursue active and quality lifestyles", and Goal D, "Maintain, improve, and create
strong partnerships with other public and private sector entities." •
Recommendation:
In order to accommodate the Classic Car Cruise, I recommend approval of the request to
close First Avenue from Sommerville to Holmes Streets, and Lewis Street from First to
Third Avenues.
Action Required:
If the Council concurs, it should, by motion, authorize the closure of First Avenue from
Sommerville to Holmes, and Lewis Street from First and Third Avenues on alternating
Friday nights from 6 to 10 PM, beginning June 3 and ending September 23rd, 2011, for
the Shakopee Downtown Classic Car Cruise.
